Combined Synopsis and Solicitation for Commercial Items (IAW FAR 12.603)

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA460825QC021, is IAW FAR Parts 12 and 13 and is IAW provisions and clauses in Federal Acquisition Circular (FAC) 2025-03, effective as of 17 January 2025. This is a total set aside for small business and the associated North American Industry Classification System (NAICS) number is 327390. The small business size standard is 500 employees.

NOTICE TO OFFERORS

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs.

Description/Purpose:

This RFQ is for the purchase and installation of a Military Working Dog (MWD) Obstacle Course for the 2d Security Forces Squadron (2 SFS), located on Barksdale AFB, LA.

CLIN 0001 – Purchase and installation of a Military Working Dog (MWD) Obstacle Course IAW Attachment 2 – Salient Characteristics and Attachment 3 – Statement of Work, Dated 27 March 2025; Quantity (1); Unit (each)

Site Visit:

A site visit will be held on Wednesday, 23 April 2025, at approximately 10:00 AM CDT. Offerors attending the site visit will meet at the front entrance of Building 7055 located at 4550 Chappie James Drive, Barksdale Air Force Base, LA 71110. Those planning to attend the site visit must RSVP no later than 4:00 PM CDT on 22 April 2025. The names of all anticipated site visit attendees must be emailed to the Points of Contact (POCs) listed below. Offerors who do not already have base access will need their Driver’s License, vehicle registration, and insurance to receive base passes. Individuals may obtain a visitor’s pass at the address listed below:

• Contractors driving a noncommercial vehicle will meet at the Shreveport West Gate Visitor Center, located at Wilbur Wright Dr, Barksdale AFB 71110

Due Date and Time:

• Site Visit RSVP due by Tuesday, 22 April 2025 at 4:00 PM CDT.


• A Site Visit will take place on Wednesday, 23 April 2025 at 10:00 AM CDT.


• Questions must be submitted via email no later than (NLT) Thursday, 24 April 2025 at 4:30 PM CDT.


• Answers to questions submitted IAW specified due date will be provided on or around Wednesday, 30 April 2025.


• Quotes are requested by Wednesday, 7 May 2025 at 1:30 PM CDT.
