The City of Holly Springs, located at 3237 Holly Springs Parkway, Holly Springs, Georgia
30115, will receive sealed bids until:

Bids are due by 10:00 AM and will be opened and read aloud shortly thereafter in the Kenneth N.
Ball Municipal Building, Council Chambers, 3235 Holly Springs Parkway, Holly Springs, Georgia
30115. No other determination of award will take place at the bid opening. Bids received after the
designated time will not be considered. The Owner of the project is the City of Holly Springs.
The approximate extent and character of the work is generally described as follows:
Installation of hardscape and landscaping in the Holly Springs Town Center pursuant to plans
dated August 25, 2023, prepared by Foresite Group including phasing plans and revisions
through March 2026. All plant material shall be installed pursuant to the City of Holly Springs
Tree Ordinance (ORD-19-2017) as attached in Exhibit A. Root barriers are required for trees
planted along public sidewalks or curbing as shown in STD. L-8 of the City of Holly Springs
Landscape Standards Index Exhibit B. Holly Springs Town Center Hardscape & Landscape
Construction Documents Exhibit C, Holly Springs Town Center Hardscape & Landscape Project
Manual Exhibit D, Town Center Hardscape & Landscape updated plan schedule Exhibit E, Holly
Springs Parking Deck Hardscape & Landscape plans Exhibit F are also included in this project
packet.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents may be obtained by contacting Dana McKinzie at Holly Springs City Hall by

All questions as to the interpretation of the Project Documents must be submitted via email to Dana
McKinzie at dmckinzie@hollyspringsga.us. All questions submitted by the following due date will be
published in an addendum and distributed to the plan holders.

Mandatory Pre-Bid Meeting: A mandatory pre-bid meeting will be held to provide prospective
bidders with an overview of the project scope, site conditions, and bidding requirements.

Attendance Requirement:
Attendance at this pre-bid meeting is mandatory. Only bidders who are present and sign the
official attendance sheet will be considered responsible and eligible to submit a bid.
Late Arrival:
Bidders arriving more than 15 minutes after the scheduled start time will not be permitted to sign in
and will be deemed non-compliant.
Questions and Clarifications:
Bidders may ask questions during the meeting. Any clarifications or changes to the RFB will be
issued via written addendum only.
Failure to attend:
Failure to attend the mandatory pre-bid meeting and site visit will result in an automatic
disqualification of the bid.
The time allowed for Substantial Completion is 90 consecutive days from the date specified in the
Notice to Proceed for each applicable phase of this project. Nonrefundable liquidated damages in
the amount of $500 per calendar day will be deducted from monies due the Contractor in the event
that a portion of the work remains incomplete beyond the agreed upon contract completion date.
The official Notice to Proceed is anticipated to be given to the chosen contractor in the Spring.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved
by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of
the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms
of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal
amount.
The Successful Bidder will be required to furnish a performance bond for 100% of the contract
amount and a payment bond for 100% of the contract amount, with the executed Agreement
meeting the requirements of the Contract Documents and executed on the forms attached to the
Agreement. The terms and time for payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the
Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal
Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do
business in the State of Georgia.

Requests for payments are due by the Fifth (5th) of the month for payment by the Twentieth (20th) of
the month less 5% retainage. Retainage will be held until final acceptance of the project by the City
of Holly Springs.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNER
may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Each bid must be submitted in a SEALED ENVELOPE addressed to the OWNER. Each sealed
envelope containing a Bid must be plainly marked on the outside as, bid for “CITY OF HOLLY
SPRINGS, GEORGIA - HOLLY SPRINGS TOWN CENTER HARDSCAPE & LANDSCAPE
PROJECT RFB #2026-01, and the envelope should bear on the outside the name and address of the
bidder.
If the bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a
separate mailing envelope to the attention of the OWNER. The mailing address is P.O. Box 990
Holly Springs, GA 30142. Bids may be hand-delivered to Holly Springs City Hall at 3237 Holly
Springs Parkway, Holly Springs, GA 30115.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
