This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT), implied or otherwise, to issue a solicitation or ultimately award a contract. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.



The information provided below is to alert the prospective offeror to items which may take some time to process and therefore it is recommended that a firm that intends to submit a proposal start the process at this time.



The Government requires an offeror to have a current Commercial and Governmental Entity (CAGE) Code or NATO Commercial and Governmental Entity (NCAGE) Code, and active registration in the System for Award Management (SAM), to include assignment of a Unique Entity Identifier (UEI). The CAGE/NCAGE code and UEI must be included on the proposals. It is the responsibility of the offeror to comply and register.

ELIGIBILITY FOR PARTICIPATION



In accordance with the Public Procurement regulations of the Treasury of the Republic of Cyprus (ROC), eligible for participation in the public tender procedure are natural or legal persons (governed by public or private law) or consortia of natural and/or legal persons lawfully established in Cyprus or in any other Member State of the European Union (EU) or of the European Economic Area (EEA) or in third countries who have signed and ratified the International Governmental Procurement Agreement (GPA) or have signed and ratified association agreements or bilateral agreements with the EU or with the Republic of Cyprus in the sector of Public Procurement.

CONTRACTOR REGISTRATION IN CYPRUS



The Cypriot Council of Ministers may grant a special license to a contractor registered in the Contractor’s Register, or to individuals or organizations or foreign companies in relation to the execution of building and civil engineering projects. Where such project shall be executed by a contractor, who is not registered in the Register, it shall also include the condition that the project is to be executed in cooperation with a registered contractor, who holds an annual license for the class and category of the project to be executed.



The license is not required to bid on US solicitations; however, it is required though to be allowed to construct in the ROC. Information can be found at www.contractorscouncil.org.cy and in law 29(l)/2001 which can be found in the above site. Additional details about this process will be provided with the solicitation.



BASE ACCESS REQUIREMENTS



Per the requirements of the Cypriot Ministry of Defence (MoD), the personnel employed for this project must be a citizen of one of the countries listed under (a) and (b) above. Additional details about this process will be provided with the solicitation.



All projects will be performed aboard Cypriot military installations; therefore the Navy must comply with the contractor nationality restrictions imposed by the Cypriot government to ensure the Navy’s contractors will be authorized access to the project sites. Since the Cypriot government will not accept contractors from countries other than those listed above, the Navy must limit its competition to contractors from approved nationalities.
