General Notice
The Patrick County, VA (Owner) is requesting Bids for the construction of the following Project Title:
Riser Maintenance Repairs for Ararat Watershed Dams 2, 28 and 63
Sealed Bids for the construction of the Project will be received at the:
Office of the County Administrator

No electronic bids will be accepted. Sealed Bids are due before 2:00p.m. local time on (June 16, 2026)
after which the bids will be publicly opened and publicly read aloud in the:
Patrick County Administration Building

Second Floor Conference Room

Contractors are hereby notified that they must be properly licensed in the Commonwealth of Virginia in
accordance with Title 54.1, Subtitle II, Chapter 11 of the Code of Virginia.
The Project includes furnishing all materials, labor, tools, and equipment necessary to construct the
works of improvement at each site as shown on the plans and specifications. General items of work at
each site are shown below.
Dam 2 and Dam 63
• Replacement of the existing low-level drain gate, stem, stem guide and operator.
• Replacement of the existing trash rack with a new stainless steel trash rack.
• Sediment relocation around the riser to access the low-level drain gate.
Dam 28
• Replacement of the existing low-level drain gate, stem, stem guide and operator.
• Replacement of the existing reservoir drain inlet trash rack.
It is anticipated that the following permits will be approved prior to start of construction:
• VA DCR Dam Safety Alteration Permit
• USACE Nationwide 404 Permit

Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be obtained in digital format (PDF) from the
Issuing Office of the Engineer during normal office hours (Monday through Friday, 8 AM to 5 PM). No
plan deposit is required. Neither Owner nor Engineer will be responsible for Bidding Documents,
including addenda, if any, obtained from other sources. Printed sets of the Bid Documents will not be
issued.

Optional Pre-bid Conference and Site Visit
An optional Pre-Bid conference has been scheduled for June 2, 2026, at 10:00 a.m. local time. The Pre-
Bid conference will be held at the:

A site visit to the dams will be conducted following the pre-bid meeting. Contractors wishing to schedule
a visit on an alternate date should contact Mr. Mark A. Vernon at (276) 694‑6094 or by email at
mvernon@co.patrick.va.us to make arrangements for access to the sites.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
Cancellation
An invitation to bid or any and all bids may be canceled or rejected when it is determined that it is in the
best interest of the Owner to do so. Any bid which is incomplete, conditional, obscure, or which is not in
conformance with the specifications may be rejected, or any such irregularities may be waived at the
option of the Owner.
