Notice is hereby given that proposals will be received at the Merced County Regional Waste
Management Authority (MCRWMA), a California Joint Powers Authority, for performing all work
necessary in accordance with the Requirements specified herein. Please carefully read and follow the
instructions provided. Proposers are responsible for making certain that their proposal is complete and
is received by MCRWMA on or before the closing deadline.
Proposals shall be emailed to: Magdalena Gartonzavesky, HR & Procurement Specialist, at
procurements@mcagov.org. The email subject line shall read as follows: RFP20260410MCRWMA -

Proposals received/email timestamped after the closing deadline will be rejected.
A pre-proposal meeting and project site visit will be held on April 22, 2026, at 9:00 a.m. The pre-

MCRWMA is not liable for any costs incurred by Proposers in responding to this Request for Proposals
(RFP). Proposers are hereby notified that Proposals become public record. Proposers are to clearly
identify any information that is confidential and/or proprietary and submit a redacted copy of their
proposal with the confidential and/or proprietary information. In the event of a Public Records Act or
Freedom of Information Act request, MCRWMA will use the redacted copy submitted by the proposer in
response and the failure to provide a redacted copy may result in the disclosure of a proposer's entire

DEFINITIONS
Agreement - The Agreement constitutes the entire contract between MCRWMA and the selected
Proposer. Term may be used interchangeably with Contract.
Authorized Representative - Person who has the legal authority to enter into and sign contracts on
behalf of the organization.
Closing Deadline - The last day and time the proposal must be received via email to
procurements@mcagov.org. Term may be used interchangeably with Submission Deadline.
Contractor - The Proposer awarded the Contract derived from this RFP. Term may be used
interchangeably with CONTRACTOR, Vendor, or Service Provider.
Contract - The Contract constitutes the entire agreement between MCRWMA and the selected
Proposer. Term may be used interchangeably with Agreement.
Evaluation Committee - A committee established to review and evaluate proposals to determine the
Contract award. The committee may include representatives of MCAG, MCRWMA and its member
jurisdictions.
MCAG - Merced County Association of Governments, a joint powers authority, established under
California Government Code Section 6500 et seq.
MCRWMA - Merced County Regional Waste Management Authority, a California Joint Powers
Authority and an affiliate agency of the Merced County Association of Governments.
Respondent/Proposers - A person, partnership, firm, or corporation submitting a proposal with the
intention of obtaining an MCRWMA contract.
Subcontractor(s) - Any person, entity, or organization, to which CONTRACTOR or
Contractor/Vendor/Service Provider or MCRWMA has delegated any of its obligations hereunder.

SECTION I - GENERAL INFORMATION
1.1 PURPOSE AND BASIS OF AWARD
MCRWMA is seeking proposals from qualified firms to replace all existing cameras with new cameras at
both MCRWMA landfill sites and to add new cameras to cover previously unmonitored areas.
MCRWMA intends to use the results of this RFP to award one contract to the most responsive and
responsible Proposer as evaluated per Section IV of this RFP.
1.2 AGENCY INFORMATION
MCRWMA, created in 1972, is a California JPA comprised of seven member agencies: City of Atwater,
City of Dos Palos, City of Gustine, City of Livingston, City of Los Banos, City of Merced, and the County of
Merced and governed by the MCRWMA Governing Board. Established for the purpose of coordinating
and managing two regional landfills in Merced County, the role of MCRWMA was expanded in the
1990's to include activities mandated by the California Integrated Waste Management Act. The
MCRWMA Governing Board has been designated as the governing body for MCRWMA operations.
MCRWMA is responsible for managing the solid waste, green waste, organic materials, recyclable
materials, and household hazardous waste (HHW) programs for its member agencies, including
developing and implementing programs that assist its member agencies to meet related State
mandates. MCRWMA owns and operates 2 landfills: Highway 59 landfill and the Billy Wright (BW)
landfill, located on the east and west side of the county, respectively. Both offer waste disposal, HHW
services, and the transfer of recyclable and organic materials.
1.3 CONTRACT DURATION
The contract term is anticipated to commence August 3, 2026 and end August 2, 2029, and is contingent
upon agreed services, available funding, and successful performance. The contract term may be
extended by MCRWMA at its sole discretion, for up to 3 additional one-year terms and shall be based on
available funding and successful performance. The contract will be a fixed price contract for the full term
including the additional extension options.
1.4 RFP SCHEDULED ACTIVITIES

reserves the right to modify the dates below as necessary.

1.5 PRE-PROPOSAL MEETING AND PROJECT SITE VISIT
A pre-proposal meeting and project site visits will be held on April 22, 2026, at 9:00 a.m. PDT. The pre-
proposal meeting and site visits will begin at 7040 North Highway 59, Merced, CA 95348 and conclude at
17173 Billy Wright Road, Los Banos, CA 93635. Pre-Proposal meeting is not mandatory. An attendance
sign-in sheet will be available, and all potential proposers must sign-in to verify their attendance.
Interested attendees are to RSVP via email to procurements@mcagov.org by April 21, 2026, by 10:00
a.m.
1.6 QUESTIONS, CLARIFICATIONS AND/OR REVISIONS
Proposers are expected to raise any questions, noted errors, discrepancies, ambiguities, exceptions,
additions, or deficiencies they have concerning this RFP via email to procurements@mcagov.org no later
than 12:00 p.m. April 28, 2026.
If a Proposer fails to notify MCRWMA of any condition stated above that reasonably should have been
known to the Proposer, and if a contract is awarded to that Proposer, the Proposer shall not be entitled
to additional compensation or time by reason of the error or its correction.
Revisions to this RFP will only be made by official addendum issued by MCRWMA. Addenda will be
posted by May 5, 2026. Proposers are responsible for checking the website for addenda prior to
submitting their Proposal. Failure to acknowledge addenda may disqualify a Proposal. As such,
Proposers are advised to review the website prior to the close of this RFP at
https://mcrwma.org/bids.aspx. Proposers are encouraged to sign up for "Notify Me" on the website to
receive emails, or a text, when items are posted relevant to RFP's.
1.7 WITHDRAWAL OF PROPOSALS
Proposals shall be irrevocable unless withdrawn prior to the closing deadline. Proposers may withdraw a
Proposal, in writing, at any time up to the closing deadline. A written withdrawal notice must be
received by MCRWMA at 369 W. 18th Street, Merced, California, 95340 or via email at
procurements@mcagov.org. The notice must be signed by an authorized representative. If a previously
submitted Proposal is withdrawn prior to the closing deadline, the Proposer may submit another
Proposal at any time up to the closing deadline.
1.8 PROTEST PROCEDURES
Notice of intent to protest must be made in writing and conform to the requirements of MCRWMA
Protest Procedures, included herein on pages 24 - 25.
1.9 FALSE OR MISLEADING STATEMENTS

Proposals which contain false or misleading statements, or which provide references which do not
support an attribute or condition claimed by the Proposer, shall be rejected.
1.10 RIGHT TO REJECT OR ACCEPT PROPOSALS AND RIGHT TO CANCEL
MCRWMA reserves the right to reject any or all Proposals or any part thereof, or to waive any
informalities or minor irregularities in the Proposals, and to make an award on the basis of suitability,
quality of service to be provided, and ability to perform the Requirements. MCRWMA also reserves the
right to cancel this RFP in part or in its entirety.
1.11 DISPUTE RESOLUTION, ATTORNEY FEES, JURISDICTION, AND VENUE
In any action, suit, or proceeding arising out of or in any way connected with the performance of the
Agreement contemplated herein, the prevailing party shall be entitled to recover reasonable attorney's
fees and costs. Notwithstanding any other provision of the Agreement contemplated herein, any
disputes concerning any question of fact or law relating to the Agreement contemplated herein, or any
litigation or arbitration arising out of the Agreement contemplated herein, shall be interpreted pursuant
to California law, subject to the jurisdiction of the Superior Court of California, and venued in the County
of Merced. CONTRACTOR expressly waives federal jurisdiction.

SECTION II - REQUIREMENTS - SCOPE OF WORK
2.1 GENERAL
All work shall be performed using licensed installers with current licenses as required by the State of
California for the type of work being performed. The licensed personnel shall be on site at all times
when work is being performed. The selected CONTRACTOR shall possess all applicable and valid licenses
at time the contract is awarded.
Prevailing Wage
Prevailing Wage will be required to perform this work. No contractor or subcontractor may conduct
work or submit a Proposal for this project, unless registered with the California Department of Industrial
Relations (DIR) pursuant to Labor Code Section 1725.5 (with limited exceptions from this requirement
for Proposal purposes only under Labor Code Section 1771.1(a)) and see RSS 2-1.04). CONTRACTOR shall
be in compliance with the apprenticeship requirements of Labor Code Section 1777.5. The Director of
the DIR determines the general prevailing wage rates.

This project is subject to compliance monitoring and enforcement by the DIR. All contractors and
subcontractors must furnish electronic certified payroll records directly to the Labor Commissioner
(a.k.a. Division of Labor Standards Enforcement).
2.2 PROJECT BACKGROUND
Highway 59 Landfill - 7040 N State Highway 59, Merced, CA 95348
In or around 2016, the scale house camera system at Highway 59 Landfill was upgraded to 16 IP-based
cameras. These cameras record to a Digital Video Recorder (DVR) located in the server room. The
current configuration allows for video retention of approximately 2 months, depending on recording
quality and available storage capacity.
Following the initial upgrade, 4 additional non-IP cameras were installed. These cameras do not
integrate with existing IP based video management and retrieval system.
Billy Wright Landfill - 17173 Billy Wright Rd, Los Banos, CA 93635
In 2023, the Billy Wright Landfill camera system was upgraded to include 12 cameras. Following a
security incident 2 additional cameras were installed, resulting in a total of 14 cameras at the facility.
The video surveillance systems at both landfill sites are utilized for site monitoring, incident
documentation, investigation support, safety verification, operational oversight, and
revenue/accounting validation. Recorded footage assists staff in reviewing disputes related to scale
transactions, confirming vehicle positioning on scales, documenting accidents or injuries, investigating
theft or vandalism, and reconstructing events associated with operational irregularities.

Problems with Surveillance System
Several issues exist with the current system configuration.
* The IP based cameras are outdated and require assistance from networking specialists to
configure or open additional IP ports. Opening IP ports increases cybersecurity risk by creating
potential entry points for unauthorized access.
* Recorded data is stored locally on a DVR. In the event of DVR failure, any footage not previously
saved or backed up may be permanently lost.
* The cameras that were added after the initial set up at Highway 59 are non-IP based and do not
integrate with the existing video management software. As a result, they are not viewable
within the same client platform.
* The current software client is application-based and only installed on a few computers. If
assigned staff are unavailable, retrieval of video footage may be delayed.
* The cameras at Billy Wright operate on a separate system and require retrieval through a
different device and interface. This lack of integration reduces efficiency and consistency.
Due to the mixture of camera technologies and separate platforms, the system cannot be easily
expanded or standardized.
2.3 SCOPE OF WORK
The purpose of this project is to replace all existing cameras with new cameras at both MCRWMA
landfill sites and to add new cameras to cover previously unmonitored areas.

Proposers shall detail the following services to be provided:
a. Project management, to include a construction timeline.
b. A unified video surveillance system that allows users to access both MCRWMA landfill
locations.
c. System notifications, user privilege profiles and system management.
d. Encrypted data transfers and cyber intrusion protection.
e. Video surveillance management system.
f. An expandable system to allow for additional cameras to be added in the future.
g. Any other items deemed necessary by the Proposer to complete the work.
The cameras shall have some or all of the following capabilities at the discretion of the MCRWMA:
a. High-definition video quality.
b. Night vision capability
c. Pan, tilt, and zoom features
d. Mountable in remote areas
e. Power over ethernet (POE)
f. On-camera backup data storage capability and cloud storage capability

g. Speaker functions at select locations
h. Remotely controllable
i. Programmable area sweeping functions that can be scheduled during site operating and
closed hours.
The Surveillance system control system shall have the following minimum characteristics:
a. Accessible through web-based applications and mobile device applications for remote
viewing
b. Secure login with multi-factor authentication capability
c. Camera viewing permissions based on user privilege profiles that can be modified by
authorized administrators
d. Maintain a minimum of 90 days of video storage
e. Allow for shareable, temporary access links to grant camera viewing permissions for defined
duration
f. Allow for downloading of video based on user privileges levels
g. Allow users to switch camera views between sites within the same platform
h. Allow users to search and review surveillance footage by date and time
i. Allow users to create notification "zones" that send alerts to designated users when activity
occurs within defined areas during programmable timeframes
j. Provide automated audible intrusion warnings for select cameras
k. Capability to integrate with security monitoring services now, or at a future date
l. Ability to expand in the future to add additional cameras while maintaining operation under
the same camera management software
m. Send alert notifications with image and/or video clips when motion is detected, with
detection classification (i.e. vehicle, animal, human etc.)
n. Provide 4 monitors and all equipment necessary for on-site stationary monitoring locations,
with user-defined access and system management capabilities
o. Include intelligent search functionality with selectable search criteria (i.e. clothing color,
vehicle type, and other identifiable characteristics)
Maintenance Services
The surveillance system on-site and off-site maintenance services shall include:
a. Routine maintenance and on-call service
b. Technical support for managing the online access portal, including user account creation
and administration
c. System operation training for managers and authorized users
d. Access to online manuals and reference documentation
e. Ability to initiate non-emergency maintenance work within 72 business hours of receiving a
service request
Installation
All products ordered under any resulting contract from this RFP shall be fully installed, configured and
tested for functionality by the selected CONTRACTOR. The selected CONTRACTOR shall provide all
materials, tools, equipment, parts, labor, and other resources necessary for the installation and initial
system configuration. The selected CONTRACTOR shall be responsible for transporting all ordered
