SECTION 1 - STATEMENT OF WORK
Request for Proposal
Project/Service Summary
The Spokane International Airport is soliciting proposals for
The Airport invites experienced and qualified landscaping maintenance companies with at
least five years of experience including but not limited to lawn care and edging, leaf control
and removal, weed control including annual pre and post emergent applications, shrub and
bush trimming, shaping, tree pruning, irrigation service and repair, seasonal plantings and
plant replacement at the SIA, Tech Park, and ABP, as listed in Attachment A. Each location
has a distinctive and unique aspect of landscape maintenance. Attachment A and its
Appendix’s have a description, frequency and level of landscape maintenance expected by
the Airport and Exhibits A, B and C for each location covered by this Request for Proposal.
Budget and Funding Source(s)
The anticipated costs for this project/service are: The not-to-exceed budget is $300,000.00
for the 9-month contract term.
Grant and/or Federal funds will not be used for the work under this RFP.
Schedule (post award)
Contract for a term of nine (9) months beginning on March 1, 2026, and ending November
30, 2026, with four (4) nine-month term options, at the sole discretion of the Airport.
Firm fixed price for services in Attachment A – Scope of Work and firm fixed hourly price for
other services as requested by the Airport.
Project/Service Location
All work is to be performed at various locations of SIA, Tech Park, and ABP. See Section 6 for
Exhibit A, B And C.
Goals
Maintain a neat, attractive, and safe airport landscape across SIA, Tech Park, and ABP
covering lawns, trees, shrubs, groundcover, planter beds, roadsides, islands, swales, and
parking‑adjacent areas so vegetation is healthy, uniform, and unobstructive.
Deliver reliable, scheduled maintenance (weekly mowing, seasonal fertilization, irrigation
monitoring/repairs, pruning, weed control, pest/disease control, litter/debris removal)
aligned with best horticultural practices.
Ensure irrigation systems operate optimally proper coverage, seasonal
turn‑on/winterization, prompt adjustment/repair minimizing overspray, staining, and water
waste. Maintain Spokane City ‘Water Wise’ regulations.

Request for Proposal
Provide responsive coordination and quality oversight via monthly onsite inspections with
Airport reps, accurate records (work calendars, product use), and two‑workday correction
windows for deficiencies.
Protect airport users and assets. Keep vegetation off roadways/curbs, maintain clear
drainage in swales and storm drains, and handle chemicals safely by licensed applicators.
Unique Considerations/ Challenging Requirements
Active airport environment & public visibility: Work in high‑profile areas (terminals, garages,
rental car lots, parking lots, and inbound/outbound roads, demands immaculate
appearance and minimal disruption.
Security boundaries: No access to restricted areas. Plan operations are entirely within
non‑badged zones.
Tight service windows: Mowing for SIA and Tech Park must be completed within one day
(requested Tuesday), ABP mowing within one day (requested Wednesday), with irrigation
checks the following day (SIA Wednesday; ABP Thursday). Weather may force schedule
adjustments while preserving overall turf quality.
Site‑specific bagging rules: Terminal at SIA and Tech Park weekly bagging; ABP requires
bagging every other week except Buildings 1200, 1100, 1378 (weekly). This affects crew time
and disposal logistics.
Roadway & parking‑lot pruning standards: Branches must not extend into roadways or over
curbs; trees near vehicles may need extra insect control and coordination to avoid
overspray/drip onto cars. Tree suckers shall be removed and maintained. Shrubs shall not
overhang on to sidewalks.
Drainage and swales: Keep swales and storm drains cleared; certain edges and rock bedding
areas require sterilization treatments and hand/mechanical weed control.
Chemical stewardship: WA‑licensed applicators, manufacturer‑label compliance, dormant
sprays timed pre‑bud, documentation (MDS, application logs).
Deficiency correction clause: Two workdays to remedy after written notice; costs of
third‑party corrective work deducted from payment if not resolved—requires robust QA and
rapid response. Written notices include email and text.
Square footage verification: Actual areas must be field‑verified, influencing material rates
and labor planning.
Weather variability: Fertilizer windows and herbicide applications are weather‑dependent
(e.g., no pre‑emergent in frozen soil); mowing heights and schedules may shift with
conditions.

Additional Information
The airport utilizes both control box timers and the Baseline remote system on property.
The airport will assist with access to control boxes that are in secure (keyed) areas. 24hr
minimum notice is requested when there is a scheduled need to work on these units.
SECTION 2 - PROPOSAL REQUIREMENTS
Date and Time Requirements
Proposals must be received by the Airport not later than the date and time indicated in the
Procurement Schedule in Section 4 through form submission via URL code:

submission, an email will be issued confirming your submission.
Late Proposals: Proposals will not be accepted by the Airport after the date and time specified in
the Schedule of this RFP. If a Proposal is delivered after the Proposal submission deadline, the
Proposal will not be accepted or considered. It is the Respondent’s responsibility to ensure The
Airport has received their submission. The Airport will not be liable for proposals that may be sent
but not received due to technical issues.
Submission Requirements
One (1) copy of the Proposal, in searchable PDF format, in response to the information requested
in the Evaluation Criteria section of this RFP.
Proposals delivered by hand, fax, or telephone or any postal carrier will not be accepted.
Submission shall be limited to the documents specified in the RFP document and shall not include
additional brochures, booklets or other sales material that are not specifically requested in RFP.
Proposal General Format
All materials submitted SHALL become a part of the proposal and may be incorporated in a
subsequent contract between the Airport and the selected Offeror. All responses/submittals to this
RFP SHALL be made in accordance with the format outlined below. Failure to submit in the
requested format or failure to submit all the required forms may cause a proposal to be deemed
non-responsive. The format for the proposal includes the following:
Shall be written in the English language.
Formatted to the standard 8 ½” x 11” paper size using the format that is specified and
required in this RFP and each Submittal Form.
Use Arial or Calibri font and must have a minimum font size of 10.
The RFP page limitation is 15, excluding required forms. The Airport will not review or
evaluate pages in a Proposal that are more than RFP page number limitation.

Organization of Proposals
Proposals must address each of the evaluation criteria in this RFP in a clear, comprehensive, and
concise manner. Proposals must be clearly separated, labeled by response to specific evaluation
criteria and addressed in the same order as included in the RFP. Respondents are further advised
that lengthy or wordy submissions are not necessary.
Clear and Responsive Proposals
The Airport has made every effort to include enough information within this RFP for a Company to
prepare a responsive Proposal. Respondents are encouraged to submit the most comprehensive
and competitive information possible. Proposals that do not respond completely or sufficiently to
the evaluation criteria in this RFP may be rejected as non-responsive, or will receive
correspondingly lower scores for those criteria, which may result in the Proposal not scoring high
enough to be considered further.
Questions About RFP
Questions regarding this RFP shall be emailed solely to the contact person in Section 4,
Buyer/Contact. Questions must be asked prior to the date and time indicated within the
Procurement Schedule in Section 4. The Airport may determine a Proposal is non-responsive if the
Respondent has had contact with any other representative of the Airport.
Addenda
Oral communications and emails from the Airport, its staff, agents, Airport members, employees
or outside advisor, or any other person associated with this RFP shall not be binding on the Airport
and shall in no way modify any provision of the RFP. Only formally issued addenda shall modify the
terms of this RFP. Any addenda issued for this RFP will be published at the following website
address: https://business.spokaneairports.net/rfp/. Respondents are responsible for checking the
website prior to submission of Proposals for any addenda. If you are unable to download the
addenda, you may contact the individual in Section 4 of this RFP. Receipt of addenda must be
acknowledged by Respondents on the Proposal Information Form that must be submitted with the
Proposal.
SECTION 3 - EVALUATION PROCEDURES
Evaluation Criteria
The Airport will evaluate Proposals received based on the following evaluation criteria and will
score Proposals up to the maximum number of points as noted for each evaluation criterion. The
Respondent must include in its Proposal the information noted in the evaluation criteria and must
demonstrate how the Company meets the evaluation criteria.
