The Helena – West Helena Housing Authority, hereafter called the “Public Housing Agency” or PHA, will receive SEALED bids until 10:00 am on Thursday, April 16, 2026 for Repair and Replacement of Interior Finishes at Helena – West Helena, Arkansas. Bids may be mailed or delivered to the office of Helena – West Helena Housing Authority, 115 N. Third Street, W. Helena, AR 72390, ATTN: Joe Thrift. Bids received after 10:00 a.m. on April 16, 2026 will not be accepted. Bids will be received and publicly opened at the office of the Helena – West Helena Housing Authority, 115 N. Third Street, W. Helena, AR 72390.
There will be a Pre-Bid Conference held at the office of the Helena – West Helena Housing Authority, 115 N. Third Street, W. Helena, AR 72390 on Thursday, April 2, 2026 at 10:00 am. The Owner will conduct a tour of the site of the work in Helena – West Helena following the meeting.
Contract Documents will be available from the design professional after Tuesday, March 24, 2026. General Contractors may obtain the bid package from SCM Architects PLLC, 1400 Kirk Road, Suite 220, Little Rock, Arkansas 72223 (501 224-3055). Obtaining contract documents through any source other than the Design Professional listed above, or his representative(s), is not advisable due to the risks of receiving incomplete or inaccurate information, and the bidder runs the risk of basing bidder’s proposal on such information. The documents obtained through the Architect, or his representative(s), are considered the official version and take precedence if any discrepancies occur. General Contractors may obtain up to 3 sets of contract documents from SCM Architects after depositing a check in the amount of $100.00 per set payable to SCM Architects. Deposits will be refunded to general contractors who return the contract documents in good condition to SCM Architects within 10 days of the bid opening. General Contractors who require additional sets, or sub-contractors, may purchase a complete set of contract documents from SCM Architects for the cost of printing. Bidders may also purchase an electronic set of the contract documents in PDF format from SCM Architects for the cost of $10.00 payable to SCM Architects. It is the Contractor’s responsibility to verify that they have obtained all addenda associated with the project prior to submitting a bid.
All bids must be submitted on the forms furnished with the Specifications and submitted in a sealed envelope plainly marked to show the address of the bidder, job number, and date and time of bid opening. Bidders are required to have an Arkansas Contractor’s License. This is in accordance with Arkansas State Statue 71-701 et seq. Each bid submitted must contain the following items:
A completed and signed Representations, Certifications, and Other Statements of Bidders, form HUD-5369-A, Section 00310.
Bid Form, signed by the bidder, Section 00312.
A Bid Guarantee in the amount equal to five (5%) percent of the bid. The Bid guarantee can be in the form of a verified check or cashier’s check made payable to the PHA; a U.S. Government Bond endorsed to the PHA; or a satisfactory bid bond executed by the bidder, Section 00420.
A completed, signed, and notarized Non-Collusive Affidavit, Section 00480.
Certification of Bidder Regarding Section 3 and Segregated Facilities, Section 00482.
Contractor Section 3 Plan Format, Section 00483.
A completed, signed, and notarized Previous Participation Certification, HUD-2530, Section 00484.
Certification of Prime Bidder Regarding Equal Employment Opportunity, Section 00820.
Certification of Prime Bidder Regarding Non-Segregated Facilities, Section 00822.
Contractor’s Certification Concerning Labor Standards and Prevailing Wage Requirements, Section 00851.
The Successful bidder shall be required to furnish an Arkansas Performance and Payment Bond or Bonds in the amount of 100 percent of the Contract Bid for Contracts that exceed $25,000 in accordance with Arkansas Statue 18-44-503.
Failure to provide in the Sealed Bid any of these documents completed and signed may render the bid Non-Responsive.

The PHA reserves the right to reject any and all bids or to waive any informality in the bidding.
No bidder may withdraw his bid for a period of thirty (30) days after the date of bid opening without the consent of the PHA.
