1. INTRODUCTION AND PROJECT OVERVIEW
The Morgan County Board of Commissioners invites sealed proposals from qualified design-
build contractors for the construction of a new cardboard sorting facility in Madison, Georgia.
This facility will support Morgan County's recycling and waste management operations.
The project consists of a 60×80-foot Pre-Engineered Metal Building (PEMB) on an 8-inch
reinforced concrete slab, complete with structural, electrical, and door/access systems as
described herein. The Owner requires a turn-key design-build approach, inclusive of all
engineering, permitting coordination, labor, and materials.

2. SCOPE OF WORK
The selected contractor shall furnish all labor, materials, equipment, supervision, and design
services necessary to complete the following:
2.1 General Conditions
• Provide a full-time, on-site Superintendent for the duration of construction.
• Provide Project Manager, administrative support, and office coordination
throughout the project.
• Furnish all required rental equipment throughout the project.
• Provide portable sanitation facilities for the duration of construction.
• Design Allowance of $25,000 for architectural, MEP
(mechanical/electrical/plumbing), and structural/foundation engineering. Civil
engineering is by the Owner.
2.2 Concrete Work
• Construct building slab and foundations for a 60×80-foot footprint.
• Slab specification: 8" thick with #4 rebar at 24" on center.
• 8-foot apron with same specifications in front of roll up doors
• Set bollards at all roll-up door locations.
• Provide concrete and soil compaction testing as required.
2.3 Doors & Windows
• Furnish and install two (2) walk doors: 3'-0" × 7'-0" flush metal with frames.
• Furnish and install two (2) roll-up/coiling doors: 14' × 16' (Janus 2500 or
approved equal) with manual operators.
2.4 Pre-Engineered Metal Building (PEMB)
• Furnish and install a 60×80-foot PEMB package with 18' low eave height.
• Roof system: PBR Galvalume standing seam/panel roof.
• Wall system: PBR standard color metal panels.
• Provide complete metal building erection labor.
• Insulation: Continuous 6" insulation under roof; 4" insulation at exterior walls.
2.5 Electrical
• Install a 200-amp, 3-phase electrical panel.
• Provide convenience receptacles throughout the building.
• Provide one (1) dedicated circuit for a baler.
• Install LED high-bay lighting throughout the building.
• Coordinate with the power company for service extension to building.

2.6 Items Included in Scope
• General liability and workers' compensation insurance.
• Supervision, project management, and administrative overhead.
• All labor and materials to complete described work.
• Performance and payment bonds.
• Builder's risk insurance.
• Construction site cleanup.
2.7 Items Excluded from Scope
• Grading — to be performed by the Morgan County Public Works Department.
• Dumpsters and waste disposal — to be provided by the Solid Waste Department.
3. PROPOSAL FORMAT & REQUIRED SUBMITTALS
Proposals shall be prepared in a clear, concise, and straightforward manner. Submissions
must be organized in the following order:
• Bid Proposal Page
• Itemized bid
• Contractor qualifications and relevant project experience (minimum three
comparable projects to include final cost, pictures and contact information)
• Proposed project team — Superintendent, Project Manager, and key subcontractors
• Proposed project schedule with major milestones
• Product cut sheets
• Product and labor warranty terms
• Copy of current Business License
• Copy of State Contractor License
• Bid Bond
• Certificate of Insurance (see Section 7 for minimum requirements)
• Current W-9
• E-Verify Affidavit
• Any additional information the bidder deems relevant to support award of the RFP
4. SUBMISSION INSTRUCTION
4.1 Format
Respondents must submit one (1) original and one (1) electronic copy (USB drive or CD)
of the proposal in a sealed package clearly marked: "Sorting Facility" Fax and email
submissions will not be accepted.
4.2 Deadline
Proposals must be received no later than Monday, April 27, 2026, at 10:00 a.m. Bids will
be opened publicly at that time at the Board of Commissioners Office, 150 E. Washington
St., Madison, GA 30650. Late submissions will not be considered under any
circumstances. Extensions will not be granted.

4.3 Binding Offer
Each submitted bid constitutes a firm offer binding for ninety (90) calendar days from the
date of bid opening, unless the bidder takes written exception to this provision in the
proposal.
5. MANDATORY PRE-BID MEETING
There will be a mandatory pre-bid meeting on Tuesday April 7, 2026 at 10:00 a.m. The
meeting will be at the Morgan County Transfer Station located at 2492 Athens Highway,
Madison, GA 30650. Proposals submitted by contractors who did not attend the pre-bid
meeting will be disqualified.
6. QUESTIONS & AMENDMENTS
All questions regarding this RFP must be submitted in writing via email to Mr. Mark
Williams at mark.williams@morgancountyga.gov no later than Friday, April 17, 2026, at
2:00 p.m. Responses to questions will be distributed to all registered respondents by
email. Unauthorized contact with County staff regarding this RFP may result in
disqualification.
It is the sole responsibility of each respondent to monitor the Morgan County website for
any amendments, addenda, or updated information pertaining to this RFP.
7. REQUIRED BONDS & INSURANCE
The following bonds and insurance are required:
• Bid Bond: Required with proposal submission.
• Performance Bond: 100% of contract value, upon award.
• Payment Bond: 100% of contract value, upon award.
• General Liability Insurance: Minimum $1,000,000.
• Automobile Liability Insurance: Minimum $150,000.
• Workers' Compensation Insurance: Statutory limits.
Certificates of insurance must name Morgan County as an additional insured and be
submitted with the proposal.
8. GENERAL TERMS & CONDITIONS
8.1 Right to Reject
Morgan County reserves the right to accept or reject any and all proposals or any parts
of a proposal wherein its judgment, it will be in the best interest of the County; waive any
technicalities/informalities in the RFP document and proposal process; and to qualify
and award any or all of this contract in any manner in which Morgan County, acting in
the sole and exclusive exercise of its discretion, deems to be in Morgan County’s best
interest. Cost will not be the sole factor in the selection process. If no acceptable
proposal is received Morgan County also reserves the right to re-solicit proposals, at its
sole discretion.

8.2 RFP Costs
All costs incurred in the preparation and presentation of a proposal shall be borne solely
by the respondent. All documents submitted become the property of Morgan County.
8.3 Non-Collusion
By submitting a proposal, the respondent represents and warrants that no County official
or employee has a direct or indirect interest in the proposal or contract award, and that
no collusion exists among respondents.
8.4 Compliance with Laws
All respondents agree to comply with applicable Federal, State, and Local laws,
regulations, and directives in the performance of any contract resulting from this RFP.
8.5 References
Submission of a proposal authorizes Morgan County to contact any person or firms to
verify information provided by the respondent.
8.6 Inspections & Completion
Morgan County will conduct periodic inspections during construction. A final inspection
will be completed before the project is accepted and final payment is processed.
8.7 Training
The successful contractor shall provide training to County staff on the care and
maintenance of all installed products and equipment.
8.8 Warranty
All bidders shall clearly state the length and terms of all applicable warranties for
products and labor.
8.9 Delivery Time
The bidder shall provide an estimated delivery date from time of order for all major
materials and building components.
