Instructions to Bidders:
1. Carlton County Transportation Department seeks to obtain bid prices for
commonly purchased construction and maintenance-related supplies for the
2026 construction season. Carlton County will accept all responsible bids with
the intent to accept the lowest responsible bid provided it is judged to meet the
needs of the County, and to award the contract to other than the lowest bid if, in
their discretion, the best interest of the County will be served.
2. As of January 1, 2014, Carlton County no longer pays Minnesota sales tax.
3. The County considers the haul distance as a factor in the purchase of sand,
gravel, and bituminous materials, and it will be considered in the purchase of this
material.
4. Bidders are not required to bid on all items. Bidding documents include the
Advertisement for Bids, Instructions to Bidders, Specifications and Proposal,
including any addenda issued prior to receipt of bids.
5. All bids shall be submitted on the proposal forms provided. In the event the
award is made, the Proposal Form and the bidding documents shall act as a
contract for delivery.
6. No bid shall be withdrawn within thirty (30) days of the bid opening without the
consent of the County.
7. A $2,500 Bid Bond for each gravel crushing pit and winter sand screening
location will be required as part of the bidding documents. The Bid Bond shall be
retained by the County until all work has been completed. Proof of insurance is
required of all bidders prior to the start of any work listed in this document. All
bidders are to comply with Section 1714 Responsibility for Damage Claim;
Insurance in the most recent MnDOT Standard Specifications for Construction.
8. The County intends to make bid items available to Townships or Municipalities
that wish to contract according to these specifications. On the Signature Sheet,
please indicate if bid items may be extended to other agencies.
9. Carlton County reserves the right to reject all bids.

Liquid Dust Control:
1. The bid request is intended to secure a contractor for furnishing and applying
approximately 50,000 gallons of 38% Liquid Calcium Chloride Natural Brine
Solution for locations throughout Carlton County.
2. The County has the discretion to increase or decrease the estimated quantity by
30% at the contract unit price.
3. The Liquid Calcium Chloride shall be a 38% concentration of natural brine
solution, and in accordance with Specification 3911 of the most recent edition of
the MnDOT Standard Specifications for Construction.
4. The application rate shall be 0.25 gallons per square yard.
5. The normal width of the application rate shall be 18 feet wide.
6. Application shall start no later than May 31, 2026 unless weather conditions
interfere and permission is obtained for a later starting date.
7. Completion will be no later than June 30, 2026. Liquidated Damages shall be
$500.00 per day if application is not completed by June 30, 2026.
8. Carlton County will provide an inspector to direct the contractor’s application.
The contractor shall notify the County at least forty-eight (48) hours before the
start of the application.

Gravel Crushing:
1. The bid request is intended to secure a contractor for furnishing gravel crushing
¾” max.
2. The Carlton County Transportation Department shall prepare the pits for crushing
including the striping of topsoil, leveling setup sight and stockpile area.
3. The Carlton County Transportation Department will be responsible for obtaining
any necessary permits.
4. Gravel material will be furnished by the County at no cost to the Contractor.
5. Payment for crushed gravel will be made on the following basis:
a. Within 30 days of the completion of crushing operation the County
engineering crew will measure stockpile by a topographic (drone)
measurement.
b. The County will notify the contractor of the measurement and will be free to
inspect notes and computations.
c. If a disagreement should arise as to the quantity, bidder may call for
measurement. The second measurement shall be considered final and a
payment will be made within thirty (30) days of final measurement.
6. Crushed Aggregate shall comply with the most recent edition of the MnDOT
Standard Specifications for Construction, Table 3138.2-3, Modified Class 5. The
200 sieves shall be modified to read 8.0% - 15.0%. This specification may be
modified in the field at the discretion of the County.
7. The contractor will be required to stack gravel by using a conveyor.
8. The contractor is required to notify the County fourteen (14) days in advance of
mobilizing into the pit.
9. The work must be completed prior to October 31, 2026.

Plant Mixed Bituminous Mixture:
1. The mixture shall conform to applicable requirements of most recent MnDOT
Standard Specifications for Construction A.C. 120-150, M.C., 250-800, S.C. 25-
800, PG 58-28 or PG 52-34.
2. Mixture proportions shall generally include 5-1/2% bituminous content, but may
be increased or decreased based on available trial mix data for a source. The
County reserves the right to vary the bituminous content to compensate for
unusual or unexpected conditions.
3. The prices listed in this proposal shall be F.O.B. Plant Site – loaded into County
trucks.
