The Solano Irrigation District (District) is soliciting bids for the following project: 2026 –
Paving Repairs Project Phase 1. Sealed bids will be received at the office of Solano Irrigation
District, 810 Vaca Valley Parkway, Suite 201, Vacaville, California 95688 by the following date
and time for the following work:
BID OPENING TIME: 2:00 p.m.
BID OPENING DATE: Thursday January 8, 2026
PROJECT: 2026 – Paving Repairs Project Phase 1
DESCRIPTION:
The District operates and maintains several water facilities within the Solano County such as
canals, pipelines, water treatment plants and all of the associated appurtenances. Each year,
several underground District water conveyance facilities require maintenance or improvements,
which require the District to trench within and perform surface improvement repairs on existing
roads.
This contract entails providing paving services for several sites throughout Solano County. The
work shall be performed and billed to the District at the unit prices provided in the contract. The
project involves saw cutting and/or grinding, excavation, placement of compacted fill, placement
of hot mix asphaltic concrete, and striping in accordance with the Solano County standards.
The respondent is required to have completed similar work for the last three (3) years to be
considered responsive.
CONTRACT DOCUMENTS:
The Contract Documents, including Bidding Documents, will be available on or after December
16, 2025. Hard copies of the Contract Documents may be secured at the office of Solano
Irrigation District, 810 Vaca Valley Parkway, Vacaville, California 95688 upon a non-refundable
payment of $40.00 per set. Electronic copies of the Contract Documents may be obtained from
Hunter Kett, hkett@sidwater.org, for no cost. A copy of the Contract Documents is available at
the District Office, for viewing only.
Notice to Bidders

QUESTIONS:
Project specific questions must be made in writing and sent to Hunter Kett, hkett@sidwater.org.
If appropriate, the District will post responses to bidder questions received at the following
address: www.sidwaterbids.com. The cutoff date for submittal of questions is Monday, January
5, 2026, by 12:00 p.m. local time.
BID SECURITY; PERFORMANCE AND PAYMENT BONDS:
Bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of the
amount of the bid. Refer to Section 9A of the Instructions to Bidders for further instructions.
The successful bidder will be required to furnish a performance bond in an amount equal to one
hundred percent (100%) of the contract price, and a labor and materials bond in an amount equal
to one hundred percent (100%) of the contract price. Refer to Section 4 of the General
Conditions for further instructions.
The Contractor may substitute securities for any moneys withheld to insure performance under
the Contract in strict accordance with Section 22300 and 10263 of the Public Contract Code of
the State of California.
CONTRACTOR LICENSING:
The Contractor shall possess a Class A General Engineering Contractor license, as required
under the laws of the State of California, at the time the contract is awarded.
PREVAILING WAGES:
The work contemplated requires the payment of prevailing wages. Bidders are hereby notified
that the California Department of Industrial Relations has determined the general prevailing rate
of wages for each craft, classification, or type of worker needed to execute the work. Copies of
the current schedules for prevailing wages are on file in office, and the contents of those
schedules are included herein as if set forth in full. Copies of the prevailing wage scale for this
work are also available on the internet at http://www.dir.ca.gov/DlSR/PWD.
All contractors and subcontractors listed on the bid proposal for this public project must be
registered with the California State Department of Industrial Relations pursuant to Labor Code
section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor
Code section l77l.l (a)). No contractor or subcontractor may be awarded a contract for public
work on a public works project unless registered with the California Department of Industrial
Relations pursuant to Labor Code section 1725.5.
This project is subject to compliance monitoring and enforcement by the California Department
of Industrial Relations.
MISCELLANEOUS:
Per Section 6101 of the Public Contract Code, no person shall be eligible to bid for or receive the
contract for this project who has, in the preceding five years, been convicted of violating a state
or federal law respecting the employment of undocumented aliens.
Notice to Bidders

Per Section 6109 of the Public Contract Code, a person who is ineligible to bid or work on or be
awarded a public works project pursuant to Sections 1777.1 or 1777.7 of the Labor Code, shall
not be eligible to bid on, be awarded or perform work on this project.
Each Proposal submitted in response to this Notice shall include the cost of all work, labor and
materials to complete the project. The bids will be opened in public at the above-mentioned
prescribed time and date. Award will be made to the lowest responsible bidder, however, Solano
Irrigation District reserves the right to reject any or all bids, to waive informalities in the bid, and
to postpone the date of the bid opening.
