The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to issue orders on a sole source basis under a Basic Ordering Agreement (BOA) with Collins Aerospace, Cedar Rapids, IA, for U.S. Navy/U.S. Marine Corps, U.S. Air Force, U.S. Army, U.S. Coast Guard, other DoD activities and International Programs Office (IPO) customers in support of the Control Display Unit (CDU), Multi-Function Display-based Common Cockpit System (CCS), Flight Management System (FMS), Tactical Air Navigation System (TACAN) and associated support equipment for each system. The supplies/services under this BOA may consist of, but are not limited to the following:
The efforts to support the Mission Systems Management Activity CCS, to the Control Display Unit (CDU), Multi-Function Display-based Common Cockpit System (CCS), Flight Management System (FMS), Tactical Air Navigation System (TACAN) and associated support equipment for each system:
a. Repair/modification
b. Spare/repair parts
c. Hardware not covered under existing contracts
d. Development/modification of support equipment
e. Test and Integration support
f. Pre-Planned Product Improvements (P3I)
g. Engineering and technical support
h. Studies/investigations including but not limited to:
1. New capabilities/additions to existing capabilities
i. Contractor validation/verification of engineering changes
j. Technical documentation
k. Acquisition Logistics Support (ALS)
1. Supportability analysis with ALS data DEPARTMENT OF
l. Training support and equipment
m. Technical manuals
n. Software and software licenses
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Collins Aerospace is the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this effort.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPROSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
