REQUEST FOR INFORMATION / OPPORTUNITY PUBLIC-PRIVATE PARTNERSHIP FOR HOUSING & REVENUE GENERATION



THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with Federal Acquisition Regulations (FAR) 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations.



The U.S. Coast Guard (USCG) is issuing this Request for Information (RFI) to assess interest, ideas, and capabilities from private-sector organizations regarding a potential contractual relationship to redevelop approximately 28 acres of federal property in Fort Wadsworth in Staten Island, New York.



The Coast Guard seeks innovative strategies to address the current and future housing needs of USCG service members, and their families, stationed in the New York City area, generate sustainable revenue or in-kind value through third-party development or land use agreements, and preserve USCG mission-readiness and operational control of essential property assets. This RFI is solely for market research and does not constitute a solicitation or guarantee of future partnership or procurement.



BACKGROUND



Fort Wadsworth, located on Staten Island, is a historically significant military installation. A parcel on the site is currently owned and under the operational control of the U.S. Coast Guard. While the Coast Guard retains critical operations, approximately 28 acres of the land are underutilized or vacant. Picture attachments show the approximate location and boundary of the parcel.



PROJECT SCOPE/DELIVERABLES



USCG housing in the New York metropolitan area remains costly and constrained. Redevelopment of underutilized portions of the Coast Guard’s footprint at Fort Wadsworth—potentially through leasing, mixed-use development, workforce housing, or service-based concessions—may provide a dual benefit:




  • Improved housing affordability and quality of life for Coast Guard personnel and their families, and

  • Revenue generation or cost offsets to the federal government through lease payments, services, or facilities in lieu of cash.



OBJECTIVES



The Coast Guard is interested in concepts that may include, but are not limited to:




  • Development of up to 150 family and unaccompanied housing units reserved for USCG personnel, either at no cost or below-market rates.

  • Mixed-use development concepts (e.g., residential, commercial, educational, or community facilities) that maintain operational security and do not conflict with military readiness.

  • Lease-back or ground lease models that provide recurring revenue or in-kind services.

  • Historic preservation of qualifying structures under the National Historic Preservation Act (if applicable).

  • Partnerships with nonprofits, housing authorities, developers, or municipal entities.



REQUESTED INFORMATION



Respondents are invited to provide non-binding input on any or all of the following:




  1. Conceptual Framework: Outline your proposed approach to developing Fort Wadsworth through a public-private partnership, including structure, scope, and potential benefits to USCG.

  2. Development Expertise: Describe relevant experience with large-scale P3 developments involving federal land, military installations, or mixed-use housing projects.

  3. Financial Models: Recommend financing and revenue-sharing models, including lease terms, cost offsets, or in-kind exchanges (e.g., construction of USCG housing).

  4. Housing Strategy: Identify how your proposal would meet the current and forecasted housing needs of USCG personnel.

  5. Risk Considerations: Identify risks and mitigation strategies, including security, legal, or historic preservation concerns.

  6. Timeline: Provide an indicative development or implementation timeline.

  7. Other Recommendations: Share any additional ideas or considerations to maximize value for both USCG and the local community.
