This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.203 to satisfy the requirement to issue a 15-day public notification prior to the issuance of solicitation (HC104726R0014) for the Defense Information Systems Agency (DISA), Electromagnetic Spectrum (EMS) Services, Applied Engineering, and Mobile Service Provider (MSP) Support requirement.
This Defense Information Systems Agency (DISA) pre-solicitation notice is issued solely for informational and planning purposes. This is NOT a Request for Proposal, Request for Quote, or Invitation for Bid. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses received in response to this pre-solicitation notice are not offers and will not be accepted. A formal Request for Proposal will be issued on or about October 24, 2025, and will remain open for 30 to 45 calendar days. Information contained within this pre-solicitation notice is subject to change.
Description: DISA Program Executive Office (PEO) Transport must provide analyses to determine the potential for electromagnetic interference from proposed commercial telecommunications system transmitted to existing and planned military, Government, and commercial spectrum dependent systems. The purpose of this requirement is to determine the potential for electromagnetic radiation hazards from the proposed telecommunications system transmitters to personnel, fuel, and ordnance with electrically initiated devices. On-site measurements, when required, will employ contractor and/or Government provided equipment to accurately test and measure the electromagnetic environment at Department of Defense facilities and bases.
