Description: Employment and Income Verification Services Solicitation of Interest
This Solicitation of Interest (SOI) will define the activities related to Employment and Income Verification (EIV) services required by the Office of Temporary and Disability Assistance (OTDA). The required activities laid out below are necessary to maintain and provide EIV services used in performing eligibility determinations for government benefits at application, renewal, and for continued eligibility. These government benefits include, but are not limited to, the Supplemental Nutrition Assistance Program (SNAP), Public Assistance (PA), The Home Energy Assistance Program (HEAP), Medicaid Assistance (MA), the Child Care Assistance Program (CC), and Child Support Services and Enforcement (CSE). OTDA completes over 200,000 EIV lookups monthly.
Required Activities EIV services provided to OTDA must be delivered securely and follow New York State information security standards. The EIV data services for the delivery of current and historical employment and income data must be made available instantaneously by the Contractor through a Web Portal and a minimum of one of the following methods: Batch Processing and/or API (Application Programming Interface) Integration.

How to Apply To indicate interest and eligibility to provide the required activities, organizations should submit a Letter of Interest, no longer than 3 pages in length, describing their abilities to provide the required activities, and how they meet the minimum qualifications for the solicitation. Letters of Interest must be submitted via email to: procurements@otda.ny.gov no later than 3:00 PM on February 13, 2025.
