Description

This Sources Sought Notice is issued for market research purposes only, in accordance with FAR Part 10. This notice is not a solicitation and shall not be construed as a commitment by the Government to issue a solicitation or award a contract.



The Government is seeking information from organizations capable of proving leadership assessments and professional coaching focusing on individualized development to target specific needs and concerns of the executive client. Specifically, DON has a requirement to utilize professional coaching to support executives development and refine Executive Core Qualifications (ECQs). 5 CFR part 412.401 and Executive Order “Strengthening the Senior Executive Service” details the requirement for at least one leadership assessment involving employee feedback every three years. The target audience includes approximately 300 Senior Executive Service (SES) and 100 Senior Leaders and Scientific and Professional members currently employed throughout DON, in an array of professions at geographically dispersed locations world-wide. The Senior Executive Service (SES) refers to a group of top-level managerial, supervisory, and policy-making positions in the DON, and represent 0.18% of all civilian employees.



The Department of the Navy (DON) seeks to identify organizations capable of providing the continued support of leadership development resources based upon the DON SES leadership system through coaching and leadership assessments.



The target audience includes Senior Executive Service (SES) members, Senior leaders, and Scientific and professional personnel currently employed throughout the DON.



The program is intended to support assisting the senior executive cadre and improve their skills and capabilities, and ultimately to become better leaders within the DON, the Executive Management Program Office (EMPO) offers Leadership Assessments and Executive Coaching engagements to the Senior Executive cadre.



Historically, these services were obtained from Human Capital Resources and Concepts Inc. under contract N0018923CZ123.



The anticipated North American Industry Classification System (NAICS) code for this requirement is 611430 – Professional and Management Development Training.



The anticipated Period of Performance (POP), including options, is 30 September 2026 through 29 September 2030. Task orders placed against this IDIQ will have their own periods of performance.



During each POP, the contractor shall provide a variety of the leaders with the opportunity to obtain guidance and support while gaining immediate feedback from outside of the traditional classroom setting. This is a successfully proven concept in the government and the private sector. The DON also may also provide executive coaching for its pipeline development, emerging leaders on the path to the Senior Executive Service. The Contractor shall provide all services, materials, supplies, equipment, and project supervision. The Contractor shall provide 360° and personality assessments. The contractor shall provide executive coaching support as required. Coaches shall possess an International Coach Federation (ICF) certification, or another globally recognized coaching certification. As complex business challenges arise, team coaching may be requested. The coach shall work with and facilitate the process to improve team performance, enhance collaboration to achieve shared goals of the collective group in accordance with ICF Team Coaching Competencies.



Coaching sessions are to be performed virtually via video conference meetings (Teams) or telephone. An executive may request an alternate electronic meeting method; however, payment for a platform outside of Teams is not reimbursable. Leadership Assessment will be available online via the contractor’s website and accessed via DON government computers. The Contractor is responsible for performing live coaching services between the hours of 8 am and 5 pm Monday through Friday based on client location/time zone, except Federal holidays or when the Government agency is closed due to local or national emergencies, administrative closings, or similar Government directed agency closings. The meeting times may be outside of the set hours due to time zone differences, and a mutual time shall be agreed to for those executives who reside outside the Continental United States.



Interested organizations capable of performing the work described above are requested to submit a Capability Statement, of no more than two (2) pages in length, that shall include: 1) organization name, address, website, and point of contact with corresponding phone number and email address; 2) business size and socio-economic status, if applicable; and 3) relevant information regarding the organization’s capabilities to provide the sought services. All submissions are required to be submitted, in PDF format, via email to alexis.d.dennis.civ@us.navy.mil with the subject line “Sources Sought – DON Senior Executive Service Coaching Program” and are due no later than 12:00 PM EST on 14 July 2026.
