Intent to Sole Source - JCAST Repair and Recalibration to Chemring Energetic Devices, Inc.

Authority

This procurement will be conducted in accordance with FAR 13.106-1(b)(1)(i), "Soliciting from a Single Source," as only one responsible source is capable of fulfilling the requirement.

Requirement

The 48th Operations Support Squadron (OSS) requires repair and recalibration services for two Joint Combined Aircrew Systems Testers (JCAST), Part Number 6177100-20, Serial Numbers 000395 and 000405. These services are required to restore the testers to operational status and ensure compliance with all applicable Technical Orders (TO), specifically TO 33D2-10-141-1 and TO 33D2-10-135-1.

Sole Source Justification

Chemring Energetic Devices, Inc. (CED) is the original equipment manufacturer (OEM) and retains exclusive proprietary data rights for the design, manufacture, maintenance and repair of the JCAST units. The Government does not possess the required engineering drawings, specifications, quality assurance provisions, performance standards, or software documentation to enable maintenance by any other source.

• CED is the only authorized source with the capability to perform repairs beyond the scope of local Precision Measurement Equipment Labratory (PMEL) capabilities.


• Due to patented technology and copyrighted software, depot-level maintenance cannot be performed by alternate vendors.


• CED does not permit third-party redistribution or repair of their products.

Notice to Interested Parties

This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Responses must clearly demonstrate the ability to meet all technical requirements of this notice without access to proprietary data, rights, or tooling.
