ADVERTISEMENT FOR BIDS
City of Pass Christian, Mississippi
The City of Pass Christian, Mississippi, will receive electronic or sealed bids for the construction of the:
WHISPERING OAKS SUBDIVISION – PHASE II
at the Office of the City Clerk, City Hall, 200 West Scenic Drive, Pass Christian, Mississippi, during normal
office hours at any time prior to the designated bid date, but not later than 3:30 p.m. on the date of the bid
opening. Bids will be publicly opened and read aloud at a regular meeting of the Board of Aldermen at
6:00 P.M., February 17, 2026. The meeting will be held in the Board Room at the City Hall Complex lo-
cated at 200 West Scenic Drive.
All bids must be addressed to the City of Pass Christian marked “SEALED BID TO BE OPENED AT 6:00
P.M., 17th DAY, February, 2026”, and specify the name of the bid item. If a bid is submitted by mail, the
address of City of Pass Christian is “200 West Scenic Drive, Pass Christian, MS 39571”. If a bid is hand-
delivered, the street address is the same as the mailing address.
Bids are invited for the furnishing of materials, equipment, labor, and incidentals necessary to construct
the following infrastructure improvements for the above-referenced subdivision: new water mains and
service assembly; fire hydrant assemblies, gravity sewer mains, manholes and service assemblies; storm
drain system including piping, underdrains w/cleanouts, drainage structures, etc.; new roads including
limestone subbase, asphalt pavement base and surface course; concrete curb and gutter; stormwater
management, pavement markings, etc. Because the project will include work being performed in proximity
to and under the dripline of protected Live Oak Trees, the Contractor shall be required to consult with a li-
censed arborist prior to and during construction to provide adequate means and measures to be incorpo-
rated during construction to protect all roots and ensure the safety and long-term health of the protected
trees. All work within and around the protected trees shall be in accordance with ANSI 300 Tree Care
Standards.
When bids are submitted electronically, the same requirements for submitting sealed bids shall apply.
Electronic bids shall include a document representing the cover of the envelope containing the
aforementioned criteria.
Contract Documents, including Drawings and Technical Specifications, are on file at the Office of City
Clerk, at City Hall, Pass Christian, Mississippi. Electronic bids can be submitted at www.ccellcplans.us.

Plans and Specifications are being made available via hard copy or digital download. Plan Holders are
required to log-in or register for an account to view or order bid documents at www.ccellcplans.us. Bid
documents are non-refundable and must be purchased through the website. If you have any questions

sets of drawings of project manuals will be issued. No contract documents (hard copies or electronic
copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiv-
ing bids.
Contract Documents may also be examined at the office of the Design Engineer, Covington Civil and Envi-
ronmental, LLC 2300 14th Street in Gulfport, MS or online at www.ccellcplans.us. The bid documents are be-
ing made available online via original paper copy or digital download. Cost includes shipping and handling for
each set. The cost of bid documents is non-refundable and bid documents must be purchased through the
website. Return of documents is not required. All plan holders are required to have a valid email address for

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and
are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, mate-

rial and/or supply needs.
All bidders must make positive efforts to use small and minority owned business and women business en-
terprises.
Sealed paper bids may be submitted to the City of Pass Christian, 200 West Scenic Drive, Pass Christian,
MS.
A certified check or bank draft payable to the order of City of Pass Christian, Mississippi, negotiable U.S.
Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable
surety licensed under the laws of the State of Mississippi, in an amount equal to five percent (5%) of the-
total bid for “WHISPERING OAKS SUBDIVISION – PHASE IIshall be submitted with each bid.
The Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as re-
quired by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current com-
mercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the
correct classification of licensure that will allow the perspective bidder to perform the work described in
the bid documents.
The City of Pass Christian, Mississippi, reserves the right to consider the following relevant factors in ad-
dition to the contract price in determining the lowest and best bid: bidder's skill and business judgment,
his experience and his facilities for carrying out the contract, his previous conduct under other contracts
and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also re-
serves the right to reject any or all bids or to waive any informalities in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s
state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure
that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to
his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident con-
tractors.
Bids may be held by the City of Pass Christian, Mississippi, for a period not to exceed ninety (90) days
from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifica-
tions of Bidders, prior to awarding of the Contract.
