The U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), on behalf of the United States Attorney’s Office – District of Columbia (USAO-DC), intends to award a Purchase Order (PO) to James Carroll & Associates – Forensic Consultants, LLC, Arcadia, CA, on a sole source basis. The period of performance is January 5, 2026, through January 4, 2027.
The North American Industry Classification System (NAICS) code is 541380 entitled Forensic (except medical) laboratories or services, with a size standard of $19,000,000 dollars.
A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) – “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”
This notice is published for informational purposes only and is not a request for competitive quotes. EOUSA intends to award a sole-source, labor hours, twelve-month, purchase order to: James Carroll & Associates – Forensic Consultants, LLC, 876 Hugo Reid Drive Arcadia, California, 91007-6114, SAM Unique Entity ID: VG3LMEU4L4D8 for Crime Laboratory Forensic Testing Verification Services.
The USAO-DC requires crime laboratory forensic testing verification services to permit the Government to verify the integrity of forensic testing conducted by the D.C. Department of Forensic Science for felony prosecution brought in the D.C. Superior Court by USAO-DC. The nature of USAO-DC’s Superior Court litigation and the sophistication of their cases requires advanced and extensive knowledge of crime laboratory forensic testing to be successful. The district will leverage the verification services to evaluate and confirm the forensic testing conducted by the D.C. Department of Forensic Science’s methodology and reports related to Forensic Biology, Forensic Chemistry, and Latent Fingerprints. This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The Government intends to use FAR Parts 12.6 and 13.5 to purchase the above listed items.
The Contracting Officer (CO) determined that the anticipated price is fair and reasonable based on market research. EOUSA conducted research to evaluate cost in relation to service requirements, ensuring the best value solution for the district. Based on this analysis, James Carroll & Associates – Forensic Consultants represents the most advantageous option to meet USAO-DC’s needs.

notice is not to be considered a Request for Quotation (RFQ). No solicitation document is available and
telephone requests will not be honored. No purchase order will be awarded based on quotes received in
response to this notice, but quotes will be used to determine if a comparable source is available and more
advantageous to the Government.
A determination by the Government not to compete this proposed purchase order based upon responses to
this notice is solely within the discretion of the Government.
