Naval Undergraduate Flight training Systems Program Office (PMA-273) and Naval Air Warfare Center Aircraft Division (NAWCAD) Procurement Group announce its intention to enter into sole source negotiations and subsequently award a delivery order to the Boeing Company that will include the procurement of the T-45 Service Life Extension Program (SLEP) retrofit kits and associated supplemental parts. This order is intended to be awarded within FY 27. The anticipated contract type is a delivery order from Boeing’s Basic Ordering Agreement (BOA) with a base year, and four option years.
This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Boeing is the original designer, and manufacturer of the T-45 aircraft and its systems, as well as the owner of the Technical Data Package (TDP) of the airframe required for this effort. Performance of these efforts by any source other than the OEM is not possible without the TDP. Therefore, Boeing is the only responsible source capable of providing the T-45 SLEP retrofit kits and associated supplemental parts.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
