Summary

The City of Seattle is seeking proposals for Seattle Parks and Recreation Community Center Renovation and Replacement Project Management . Proposals are due no later than 5:00 pm on Tuesday, April 8, 2025 . All questions are to be submitted through the e-procurement portal at https://procurement.opengov.com/portal/seattle no later than 5:00 pm on Monday, March 31, 2025 .

Background

Seattle Parks and Recreation (SPR) maintains and operates 27 Community Centers throughout the city. Several of the largest of these facilities are scheduled for significant renovation or replacement during this current six-year Park District Cycle (2023-2028). SPR is requesting proposals from a Project Management firm with Public Works and General Contractor / Construction Manager (GC/CM) experience to drive the completion of two community center projects before the end of 2028. The budgets of the two largest projects at Green Lake Community Center and Loyal Heights Community Center are $29-59M.

The preferred method of project delivery is GC / CM and the successful proposer will support SPR in seeking approval for this alternative delivery method from the City of Seattle Internal Review Committee, facilitated by City Purchasing and Contracting. If approved, the PM Firm will support the selection of the GC/CM. Alternatively, if City Purchasing and Contracting determines that design, bid, build (DBB) is the acceptable delivery method, the PM firm will support SPR through the standard DBB public works contracting process. The expectation is that the Proposal includes a baseline support for DBB support and a second line item for additional GC / CM support.

The Green Lake (GL) Community Center and Pool project has engaged Miller Hull as the design consultant and they are approaching the 30% Schematic Design milestone. SPR will consider phasing the demolition of the old facility while permits for the new building are still pending (if utilizing GC/CM) and has secured a commitment from SDCI for prioritization of both project in their permit review que. The Loyal Heights (LH) Community Center project will start an RFQ process to hire a design consultant in Q1 2025. That firm will utilize previous planning level studies to inform the scope of the renovation which will include building envelope and seismic upgrades, decarbonization, and accessibility upgrades.

For both projects, the successful proposer will function as an owner’s representative to oversee the design teams contracted with the City / SPR to ensure that they maintain the agreed scope, schedule and budget and help drive permitting, contractor procurement, construction administration and project delivery for the community assets. Each project will have an assigned SPR liaison / Project Coordinator to ensure that the PM Firm and Design Team navigate SPR’s internal review process efficiently and that SPR’s program and maintenance requirements are met. SPR’s standard review process will be followed for both projects and is referenced in the attached boilerplate consultant contract.
