Summary

This is a Request for Proposals for a contractor to lead all elements of construction of a rain garden to be built in Peace Park near 2013 Bissell Street in the College Hill neighborhood of St. Louis. The proposed Scope of Work for this project encompasses site preparation and protection of existing trees, installation of waterline, soil removal/replacement, installation of rain garden, installation of plants, and reseeding of lawn. This project is being put out to bid by the Land Reutilization Authority of the City of St. Louis, Missouri (LRA), who is the Owner and the designated grant recipient within the Project Clear Large Scale Rainscaping Grant program. The Large Scale Rainscaping Grant program is an initiative of Metropolitan St. Louis Sewer District (MSD) which reimburses city landowners who install Green
Infrastructure that removes impervious surfaces and captures storm water. MSD has approved the attached civil engineering and landscape design documents and will inspect the rain garden upon completion. The site of construction is Peace Park, a community park being developed in an effort led by residents and non-profit partners to convert a block of vacant land into a neighborhood park. The awarded contractor will work closely with the director of the Green City Coalition (GCC), which serves as the representative Project Manager for the Owner. The GCC is a formal partnership between St. Louis Development Corporation, Missouri Department of Conservation, Metropolitan St. Louis Sewer District, and the City of St. Louis that works to convert vacant land into community green space.
