Procurement Disparity Study, RFQ 676873

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain proposals from qualified and experienced firms to conduct a disparity study for Loudoun County Government procurement activities. The qualified firm will need to conduct a comprehensive study and produce a legally-supportable report that examines and analyzes whether a significant statistical disparity exists between the number of minority, woman, small, local, and veteran-owned businesses that are qualified, willing, and able to perform, and the number of such businesses actually engaged by the County.

The County intends to award one (1) contract to an experienced team with a strong understanding of local government operations. The Contractor team must demonstrate an established history in identifying disparities in public procurement activities and in making recommendations on specific solutions to improve those disparities for more balanced outcomes in procurement.
