SANITARY AND STORM SEWER SEPARATION PROJECT
WEST PITTSTON BOROUGH, LUZERNE COUNTY
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the WEST PITTSTON BOROUGH SANITARY AND STORM SEWER SEPARATION PROJECT will be received online via the PennBid Program, by WEST PITTSTON BOROUGH, until 10:30 A.M local time on August 1, 2025, at which time the bids will be opened electronically and shortly after which, bid tabulation results will be publicly posted on PennBid’s website. The Project consists of the installation of New Storm and Sanitary Sewers in portions of Wyoming Ave., Mercer St., Pacific St., Baltimore Ave., 2nd St., Third St. 4th St. and Atlantic Ave. totaling approximately 1,422 LF of Sanitary Sewer and 5,265 LF of Storm Sewer “ and related work including restoration of pavement, curbs and sidewalks in West Pittston Borough, Luzerne County, PA.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

The project is funded by an American Rescue Plan Act (ARPA) grant from Luzerne County and a COVID-19 ARPA H2O PA grant from the Commonwealth of PA.
A pre-bid conference will not be held for this project.
Bid security shall be furnished in accordance with the Instructions to Bidders. The successful bidder will be required to provide a Performance Bond and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price.

Bidder must ensure that employees and applicants for employment are not discriminated against because of their race, religion, color, handicap, national origin, age or sex.
The Labor Standards, Wage Determination and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts.
Non-discrimination in Employment—Bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. In addition to EEO Executive Order 11246, Contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmation action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135.
In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area.
West Pittston Borough reserves the right to reject any or all proposals, or any parts of bids. In addition, the Borough reserves the right to decrease/increase the scope of work based on available funding.
Bids may be held by WPB for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. During this period, no bid may be withdrawn.
Award of Contract, if a contract is awarded, will be the lowest responsible bidder, but WPB reserves the unqualified right to reject any or all bids and to waive any informalities. WPB also reserves the right to delete any “item” or portion of an “item” contained in the Contract at its discretion once bids are received.
