Description

20th SFS is requesting 20CONS assistance to replace the current cameras (15 IP Fixed interior and 10 IP PTZ exterior) that are strategically placed inside and outside the 20th Security Forces Squadron, and outside of Commercial Vehicle Inspection Area (CVIA). Adding 2 additional softwall’s, one in the ESS office and one in BDOC inside of Bldg. 825 to view the new cameras around Bldg. 825, as well as integrating them into the current V100 system, which comprises the Integrated Base Defense System (IBDSS). The security system providing the line of detection must be supported by Closed Circuit Television (CCTV) Cameras to allow Command, Control, and Display Equipment (CCDE) operators to visually assess the source of alarm activations annunciating from the installation entry points and permanent restricted area. Camera images must be viewable on personal viewers within the Security Forces Building, the Alt BDOC Building, and CVIA (Bldg. 825, Bldg. 1992, & Bldg. 1970), and images must be captured, recorded, and stored on network video recording equipment for a minimum of 30 days for evidentiary purposes. The contractor shall contact the proprietary company to ensure the CMD approved IP PTZ Exterior and IP Interior cameras are compatible and subcontract to come out and program the cameras and integrate the new cameras into the current V100 system’s server’s and Personal Viewer’s and Softwall’s, as the SFS V100 System has Manufacturer’s Warranty still in place. There will also be access control added around the Security Forces Building utilizing the current Restricted Area Badge HID Cards. The Panel(s) that are used for the ACS will need to be programmed to report to the Security Forces Headend Panels at BDOC and Alt BDOC. This SOW also describes the general requirements for replacing the current IDS systems in Bldg. 825/1843/1865 Armory’s. The Panels (two AES-1500’s and one ACS V5) need to be replaced with upgraded devices with Windows 10/VR 22 firmware. All sensors/keypads/duress buttons need to upgrade to the newest approved device as specified in the Configuration Management Database (CMD) and MUST have tampers on the individual devices and the tamper programmed as an alarm point. All alarm points will be a single alarm point with no daisy chaining of alarms. These upgraded systems will need to be integrated into the Security Forces Headend IDS system that reports to BDOC and Alt BDOC. All Network/IDS cabling will need to be replaced and run in conduit (if not already), and Junction Boxes or Splice Points need to have a tamper and alarm point associated and programmed into the system. Installation priority order will be as follows: Main SF Armory/Bldg. 825, CATM Armory/Alt Armory/Bldg. 1843&1895, and CVIA/Bldg. 1970.
