STRATEGIC PLANNING. The City of Albert Lea is requesting proposals to develop a 5-year strategic plan, focusing on actionable goals derived from existing data and community input. The plan should create 4-6 key categories with 3-5 sub-goals each, aimed at aligning staff and elected official priorities. The city seeks a consultant to analyze existing data and plans; conduct stakeholder interviews and surveys; develop a draft plan and a progress-tracking dashboard; and provide ongoing support for implementation.
