The Defense Health Agency, Healthcare Contracting Division - South, intends to issue a sole-source contract to Sodexo Management, Inc of North Bethesda, Maryland, for the services currently being provided under contract W81K0421C0002, which expires 31 March 2026. Services include dietitian, food preparation, and facility sanitation for the medical treatment facilities located at West Point, New York; Fort Stewart, Georgia; Fort Leonard Wood, Missouri; Fort Riley, Kansas; and Fort Irwin, California.
It is the intent of the Government to procure these services via a long-term competitive contract to start 1 July 2026 (see posting under HT940826RE003 - https://sam.gov/workspace/contract/opp/7aacf4e2da4641b6b9fa28056f9ee4f0/view). However, services are still required for the period 1 April 2026 - 30 June 2026, which is the period of performance for the sole source contract contemplated here. A new contractor would require a minimum of one (1) month to complete the transition-in requirements given the startup requirements associated with staff recruiting and training as well as meeting the Personnel/System Security requirements. The current contractor, Sodexo Management, is the only known contractor that can provide all required services by 1 April 2026.
The authority for this non-competitive award is 41 USC 1901 (Department of Defense: 10 USC 3204(a)(1)) as implemented in Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(b), Table 12-1.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet all of the requirements on 1 April 2026 may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full range of services as described in the attached performance work statement. If no affirmative written responses are received by 11:00am Central on 13 March 2026, the award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
