Summary

The County of Orange, OC Waste & Recycling , (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Operations and Maintenance Services of Groundwater Control, Monitoring, and Water Supply Systems at North Regional Landfill . The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits.

Pre-Bid Meeting (Mandatory):
August 14, 2025, 1:30pm
WEATHER PERMITTING: A second mandatory pre-proposal meeting/job walk will be held at 1:30 PM on August 14, 2025 at Olinda Alpha Landfill office building, located at 1942 N. Valencia Ave., Brea 92823. Details will be provided upon RSVP. If weather is a factor, those who have RSVP’d accordingly will be notified of a re-schedule.

Attendance is mandatory in order to participate in the proposal process and is limited to two individuals per Contractor/Vendor. Any vendors who attended the first job walk on July 10, 2025 at 9:00 AM will not be required to attend, but may do so if desired. Failure to attend any of these pre-proposal meetings/job-walks will render the proposal non-responsive. Anyone arriving after the vans have departed to tour the service areas will be disqualified and not allowed to submit proposals. All proposers must sign-in to continue in the request for proposals process. This rule will be strictly adhered to without exception or consideration of cause.

Attendees are required to wear personal protective equipment (PPE) while touring in the field. Required PPE is as follows: work boots (at very least closed-toe shoes), hard hat, high visibility vest, sunglasses or glasses will suffice as eye protection.

Contractors shall indicate their intent to attend this second pre-proposal meeting/job-walk with an RSVP email to johan.dewaal@ocwr.ocgov.com no later than 4pm on August 11, 2025.
