INVITATION FOR BIDS
SHERIDAN ST. STORMWATER PROJECT
TIDIOUTE BOROUGH, WARREN COUNTY, PENNSYLVANIA
Sealed bids for the construction of a stormwater system and reconstruction of the roadway of Sheridan St., Tidioute Borough, will be received by the Warren County Commissioners until 11 a.m. on September 15,2025 via PennBid. The bids will be publicly opened and read aloud at the commissioner’s work session scheduled for September 15, 2025 at noon in the Commissioners Conference Room (first floor) of the Warren County Courthouse, 204 Fourth Ave., Warren, Pa.
The project area is residential and coordination will be required to maintain access for residents during construction. Plans, specifications and bid forms are available online through PennBid. All bids, questions and document requests must be submitted through the PennBid platform. A non-mandatory pre-bid meeting is scheduled for September 3, 2025 at 10:00 AM at the Tidioute Borough Building, 129 Main Street, Tidioute, PA 16351.
A certified check or bank draft, payable to the order of the Warren County Commissioners or negotiable U.S. government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to 10 (ten) percent of the total of the Bid shall be submitted with each bid. A performance bond and payment bond in the amount of 100 percent of the contract as awarded will be required as security for faithful performance of the contract.
The project is being carried out with federal funding from the Warren County CDBG Program allocation via the Pennsylvania Department of Community and Economic Development. Full compliance with prevailing Davis- Bacon wage rates, equal employment opportunity, Copeland Anti-Kickback Act and all other applicable federal, state or municipal regulations is required.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project; that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the contractor (and any subcontractor) is obligated to make a “diligent effort” to achieve these rations; and that to the great extent feasible opportunities for training and employment by given to lower income residents of the project area and must to the greatest feasible extent utilize project area businesses located in or owned in substantial part by project area residents.
In addition to the Equal Employment requirements of Executive Order 11246, the contractor must also establish a three (3) percent goal for women business enterprises and a five (5) percent goal for minority business enterprises in their aggregate on-site construction work force.
Proposals must be submitted through PennBid. Warren County reserves the right, as its interest may require, to reject any and all proposals or waive any formalities or technicalities.
