1. Material Specification



The required material for the 4" open-graded drainage layer should be a hard, durable, crushed aggregate that meets the gradation for a Rapid Draining Material (RDM) or Open Graded Material (OGM) as specified in UFC 3-250-01, Chapter 20. The material must provide sufficient stability for construction equipment and have a minimum permeability of 1,000 ft/day.





2. Compaction Requirements



This layer must be compacted. Per UFC 3-250-01, Appendix B, compaction of drainage layers is achieved with a specified effort, in this case, six passes of a 10-ton vibratory roller, rather than a final density percentage. This ensures the aggregate is stable without crushing it, which would reduce its permeability.





3. Additional Installation Requirements



Based on UFC 3-250-01, the following additional requirements apply:




  • Separation Layer: A granular separation layer (minimum 50 CBR) or an approved geotextile fabric must be placed directly beneath the drainage layer to prevent contamination from the subgrade.

  • Placement: The aggregate should be placed to ensure uniform thickness and prevent segregation. It should be placed on the prepared VDOT 21A subbase to a compacted thickness of 4 inches.

  • Protection: The completed drainage layer must be protected from contamination and disturbance. The subsequent pavement layer should be placed as soon as possible.

Defense Supply Center Richmond (DSCR) B41 Parking Lot Repair





This is a solicitation for services prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. The solicitation number SP4703-26-Q-0027 is issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price award with an expected Period of Performance of 60 days from the issuance of the contract award. This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 237310 (Parking Lot Repair). The small business size standard is $45M. Department of Labor Wage Determination based on location of the service provided (Richmond, VA). Partial proposals will not be accepted.





For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility. The point of mobilization must be annotated on the quote, and must be a location owned by the prime contractor, not a subcontractor. A 120-mile radius from DSCR is considered the commutable radius for this project.







Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice. Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS.





The contractor must be registered in the System for Award Management (SAM) prior to award. If not already registered in SAM, go to the SAM website www.sam.gov to register prior to submitting your quote.

LIQUIDATED DAMAGES

LIQUIDATED DAMAGES-CONSTRUCTION (SEPT 2000)



(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of _$500_ for each calendar day of delay until the work is completed or accepted.



(b) If the Government terminates the Contractor’s right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
