Description

The U.S. Army Corps of Engineers (USACE), Jacksonville District intends to solicit and contract with Coastal Conservation Group LLC (CAGE 9SG63), of St Augustine, FL, on a sole-source basis to conduct Nekton monitoring within selected zones of the lower St. Johns River (LSJR) as well as selected tributaries in northeast Florida. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services.





The Florida Fish and Wildlife Conservation Commission (FWC) implements a program regulating permits for marine turtle-related activities. Only one marine turtle permit is issued per beach to manage impacts on turtle habitats. This approach ensures responsible management of marine turtle populations in Florida. Coastal Conservation Group LLC is the only Marine Turtle Permit Holder for the Saint John’s County locations listed in the Performance Work Statement (PWS). Therefore, this requirement will be solicited using other than full and open competition in accordance with the procedures of FAR 13.106-l(b)(l).
