PRE-SOLICITATION NOTICE
THIS PRE-SOLICITATION NOTICE IS TO INFORM YOU THAT THE STRATTON VA MEDICAL CENTER, LOCATED AT 113 HOLLAND AVE, ALBANY, NY 12208 WILL BE POSTING A SOLICITATION ON OR ABOUT April 18, 2025 FOR THE RESURFACE ROADS AND PATIENT PARKING LOT PROJECT.
The Stratton VA Medical Center (VAMC), Albany NY is currently seeking a contract to resurface our main roadways and patient parking lot.
Contractor shall furnish all equipment, materials, supplies and labor to resurface existing asphalt pavement on Elks Memorial Drive, Veterans Way, Parking Lot A (Patient Parking), Front Circle, and the Ambulance Circle (Emergency entrance) as shown on the accompanying drawings. There is no C&A requirement that applies, and a security accreditation package is not required.
Prepare approximately 98,000 square feet of roadway and parking lot for asphalt resurfacing. This includes milling the top of pavement down 2 and removing the spoils from VA property.
A portion of Veterans Way near the hospital s D wing, right branch, requires a full-depth restoration. See drawings for area and details of construction.
Apply tack coat to the cleaned surface and between asphalt layers. Tack coat shall completely cover the surface to be paved and be without corn rows, holidays or skips. Do not apply top course without COR approval of the tack coat.
Install 2 of NYSDOT approved Type 6 top course hot mix asphalt to the 98,000 square feet of roadway and parking lot previously prepared for resurfacing.
Paint and restripe all previously existing roadway and parking lot stripes to include parking spaces, crosswalks, stop lines and turning lane.
Seal pavement cracks on the portion of Veterans Way between the hospital s main entrance and New Scotland Avenue as shown on the accompanying drawings.
It is the Contractor s responsibility to maintain safe traffic conditions and pedestrian safety at all times. There shall be flaggers on either side of construction equipment at all times while working on Veterans Way and Elks Memorial Drive.
Project shall minimize effects on hospital operations. Patient parking lot shall be done on weekends and in multiple phases. Roadways shall maintain vehicle access at all times. Milled asphalt shall be paved same day.
This procurement will be a 100% set-aside for Service Disabled Veteran Owned Small Businesses. The NAICS code is 236220. The small business standard is $45 Million. The magnitude of construction per FAR part 36 is between $500,000 and $1,000,000.
