The attached statement of objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at JB-MDL NJ. The current GV system consists of forty-two (42) outdoor GV poles (i.e., towers) that span over three joint base areas: McGuire, Dix, Ranges, and Lakehurst. McGuire was upgraded during Phase 1 with SiRcom siren arrays and SiRcom control units. This SOO provides for Phase 2 of this requirement and will continue and complete the upgrade to the Dix, Ranges, and Lakehurst areas; it shall require installation of SiRcom equipment for interoperability and compatibility with the recently upgraded McGuire GV in Phase 1 and to achieve uniformity for the whole JB-MDL GV system. The upgraded GV system shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the entire JB-MDL NJ populace. It shall be able to communicate over the existing Radio Frequency (RF) communications infrastructure. The upgraded stand-alone GV system shall provide sufficient intelligible voice coverage for the entire joint base populace with real time emergency alerting messages and accurate system health activities. A site visit will be held for this solicitation on 04 September 2025. For any contractor that wishes to attend, we will need full company name, address, company POC, as well as full first, middle, last names of visiting individuals along with full Social Security Numbers and dates of birth. All vehicles and drivers must have the following documentation prior to being issued a Visitors Pass/Card and being granted access to JB MDL: valid state driver's license with photo (or another valid state driver's license without photo with another government/state issued form of identification with photo), valid vehicle insurance, valid vehicle registration, bill of lading (if available), a JB MDL POC with phone number, Valid REAL ID or equivalent.
Site-visit will begin promptly at 10:00am. Please be sure to arrive to the Ft. Dix Visitor's center by 9:00am to ensure you can receive you base pass in a timely manner.
Registration for site-visit is due by 28 August 2025. Failure to provide info by date requested will affect clearance as well as access to installation. Late requests can unfortunately not be accomodated.
