Description

The Government is preparing to issue an engineering services contract for Phase 1 of redesigning the B-1 Secondary Power Torque Converter. These redesign efforts shall be a comprehensive engineering initiative focused on enhancing the safety, reliability, and maintainability of the B-1 Torque Converter, which is essential to the operation of B-1 Bomber. The Government is seeking to do Phase 1 of this project to include failure mode investigation, study & analysis, a review of system requirements verification, and an analysis of alternatives.

The existing Torque Converter design is proprietary to Honeywell INC. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design secondary power systems and auxiliary power units. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives.

The program is managed by the government, with contractors providing expert operational, technical, and engineering support to accomplish the objectives of this program. The primary goal is to improve the overall safety, reliability, and maintainability of the Torque Converter. To achieve this, contractors are tasked with researching and designing improvements and require access to OEM data for successful program performance.
