The Town of Bedford is seeking to establish a mutually beneficial public-private partnership with a contractor to provide residential subscription service for organics (food waste) collection. This contract will not directly fund the service provided by the Contractor. The overall goal of this contract is to encourage residential organics diversion and provide the vendor with a high volume of clients within a single municipality. The contract is estimated to begin on or shortly after November 1, 2025 and will end June 30, 2026. The Town shall have the option to renew the Contract (at current prices), at their sole discretion, for an additional two years in one-year increments. Purchases from the successful bidder in future fiscal years are contingent upon the availability of appropriated funds.
Proposals will be received at the Office of the Department of Public Works, 314 Great Road, Bedford, Massachusetts until 10:00 A.M. (prevailing time) on Wednesday, October 1, 2025. All Proposals must be submitted in a sealed package and labeled with the firm’s name. The clock in the conference room of the Department of Public Works shall be considered official. No faxed or email proposals shall be accepted. No conditional proposals shall be accepted. No late proposals shall be accepted. The Town will evaluate all proposals to ensure that all required specifications have been included in responses. Proposals that are deemed to be complete shall be reviewed/ranked using the Comparative Evaluation Criteria established herein.
The Town of Bedford will actively promote the preferred vendor on its website and within outreach materials throughout the duration of the contract. Town staff time and funds will be allocated to the promotion of the service and the education of residents regarding organics diversion options available.
The Town will also provide cart management services for subscribers within the Town’s municipal service area (approximately 4700 households) including procurement of “Town of Bedford” branded wheeled carts, delivery of said carts and any needed repairs or replacements.
The Town also reserves the right to contribute to or otherwise subsidize a portion of the subscription costs for residents with municipally provided trash and recycling services in the event that future grant funding becomes available.
