Project Description: A. The work will consist of providing preconstruction services for the 400 South Bridge Replacement Over the Jordan River project through a Construction Manager/General Contractor (CM/GC) project delivery method. This RFQ uses the term “CM/GC CONTRACTOR” when indicating the construction firm that will provide preconstruction services as Construction Manager. The CM/GC CONTRACTOR may be awarded a construction contract to become the General Contractor.
B. The City intends to begin bridge reconstruction before the end of 2025. CM/GC CONTRACTOR will be required to maintain at least one lane of traffic in each direction during construction and minimize Right-of-Way impacts. A copy of the recently completed feasibility studies document will be available for download on the Bonfire site as part of this solicitation.
C. During the preconstruction stage of the project, City progresses design with the CM/GC CONTRACTOR. The CM/GC CONTRACTOR will provide constructability and cost estimating during the design progression, which includes a Rough Order of Magnitude (ROM) estimate for the 40% (Design Development Phase), and bottom-up estimates for the 70% (Construction Document Phase) and 100% (Complete Phase) design submittals. Additionally, the CM/GC CONTRACTOR will review and make recommendations for the Bidding Phase plans and specifications. The City may elect to progress design in phases by preparing plans and specifications for separate and severable work packages in order to accelerate schedule or reduce costs. Once the plans and specifications for the entire project, or a work package, are complete, the CM/GC CONTRACTOR is given an opportunity to provide a price proposal to construct the Project. Upon review and approval of the CM/GC Contractor’s price proposal, City then awards a construction contract to the CM/GC Contractor, who becomes the General Contractor for the construction of the Project.
D. If City and the CM/GC CONTRACTOR fail to reach agreement on the cost for construction, City may terminate the CM/GC CONTRACTOR’S professional/technical services contract without penalty or payment (except payment for previously performed pre-construction services) and procure the construction of the Project by some other method. If there are severable work packages on a project, the CM/GC CONTRACTOR will be allowed to continue to perform construction services for previously executed work packages, but City will procure future work packages by another procurement method.
E. The term of service shall be from July 2025 to December 2026.
