Water and Other Engineering Services for the Village of Cato

I. PROJECT DESCRIPTION
The Village of Cato is issuing a Request for Qualifications for procurement of qualified engineering firm(s) to assist with engineering tasks including the evaluation, study, design, environmental review, permitting, coordination with various agencies, and construction related services to complete work as requested by the Village. The selected engineer(s) would also be available to assist Village personnel with various engineering tasks and questions as the need arises.
The selected firm will assist in the design process of any upgrades and/or repairs to the Village's public water supply system.
The Village, utilizing a qualifications-based process, plans to select a consulting engineering firm licensed in the State of New York to complete projects as the need arises.

II. STATEMENT OF QUALIFICATIONS/Deliverable(s)
Responses to this RFQ must include the following:
1. The experience of the consultant’s professional staff with wastewater and water plant, distribution system and collection system design/operation.
2. The size and experience of the consultant’s professional and technical staff and whether the consultant has adequate staff and/or other resources to perform the work in a timely manner.
3. The ability of the firm to provide the technical skills necessary for capital improvement or maintenance projects, or evaluate such projects on short notice, and on an as-needed basis as determined by the Village.
4. Demonstrated ability to run a diverse program including managing and coordinating schedules, deliverables, resources, and multiple consultants and/or subconsultants.
5. Resumes of the individuals within the consultant’s organization who will have direct oversight of the work.
6. Demonstrated ability to identify all necessary permits, regulatory requirements, and processes and obtain involved agency approvals.
7. A record of success by the consultant, demonstrated by work previously performed for the Village of Cato or similar work performed for others.
8. Attend a meeting between the Village of Cato and the Cayuga County Health Department to discuss project priorities.
9. Produce a PER describing the project and including the required information concerning population trends, water usage, water supply, environmental justice areas, etc. as needed for application to NYSEFC, and USDA RD and CDBG funding programs.
10. Complete State Environmental Quality Review, Coordination, and Environmental Report.

The projected schedule for selection is as follows:
March 12, 2025, Request for Qualifications Advertised
April 8, 2025, Statement of Qualifications Received
April 8-15, 2025, Review Qualifications and Select Consultant.
April 15, 2025, Award to Consultant at Village Board Meeting
