Description

The purpose of this Sources Sought is for Market Research purposes only. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow up information requests.





GENERAL INFORMATION:





The U.S. Army Corps of Engineers, Europe District, requests letters of interest from qualified firms interested in performing work in support of environmental surveillance and remediation services. Under this planned contract, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services required to execute and document results of environmental remediation projects at DoD facilities.





The type of work to be performed under this contract shall include but is not limited to:





Environmental Compliance: (U.S. Army Regulation 200-1, AERs, DoDI 4105.05G, country-specific FGS, etc.):




  • Management plan and standard operating procedure (SOP) development and updates, to include spill response plans, etc.

  • Environmental management system compliance and inspections and multi-media compliance management efforts

  • Environmental Performance Assessments and Environmental Management System (EMS) support

  • Environmental planning

  • Environmental compliance and hazardous materials/hazardous waste training services

  • Project planning including developing work plans; sampling and analysis plans; quality control plans; management plans; accident prevention plans, and operations, maintenance, or training plans.

  • Geographic Information System (GIS)/database support/master planning; including maps delineating targeted locations with GIS supported layers.

  • Noise studies

  • Potable water, storm water, sewer system, and point source surveys, assessments, and management support, to include accredited laboratory services.

  • Implementation of FGS through various media monitoring

  • Environmental Baseline Surveys (EBS) and site assessments/characterizations, including but not limited to, drilling, sampling, well installation, disposal, and analytical testing of various matrices such as soil, sludge, sediment, surface water, groundwater, air, and building materials for chemical, biological and geophysical parameters.

  • Groundwater modeling, fate and transport analyses, or other technologies






  • Environmental and environmental engineering review of studies, designs, and construction projects

  • Archaeology and cultural resource services, in terrestrial, marine, and aquatic environments, including but not limited to: formal historic and cultural resource inventories and surveys, on-site inventory plans, reconnaissance surveys and recovery (including remote sensing techniques), prepare and update Integrated Cultural Resources Management Plan (ICRMPs), prepare property protection plans, architectural surveys and services, National Register assessments for eligibility, museum design, curation and display support, assessment of project impacts to cultural resources, data preparation and computer database inputs, and participate in forensic recovery assistance (e.g. for Defense POW/MIA Accounting Agency (DPAA)

  • Soils and planning level surveys, assessments and monitoring to support Natura 2000, natural resources, and threatened and endangered species protection.

  • Energy management

  • Conducting site surveys and evaluations of Unexploded Ordinance (UXO).

  • Decision documents and technical reports prepared using technical English.

  • General document translation services to include technical documents, SDS, HN correspondence.

  • Host Nation coordination and permitting.

  • FGS and similar guidance support including development and updates.

  • Environmental database and software updates, ex. Environmental review guide (ERG), WEBCASS, inventories, etc.





Hazardous Materials/Waste Management Support (AR 200-1, AERs, FGS, European Agreement Concerning the International Carriage of Dangerous Goods by Road requirements, Defense Reutilization and Marketing Office procedures, etc.):




  • Pollution Prevention (P2) program management support

  • Solid Waste Management (including recycling)

  • HM/HW inspections and corrective action recommendations

  • HM/HW system support

  • HM/HW database management and maintenance

  • Facilitate environmental reporting requirements using Army systems.

  • Environmental reporting/tracking system training support

  • Hazardous material reuse center operations

  • Hazardous waste management center operations

  • Site assessment, survey, sampling, analysis/testing, transport, and disposal of hazardous and other related materials, including but not limited to, contaminated building materials and materials generated and stored on the installations/sites.





The proposed contract may be used to support the U.S. Army Europe Installations and/or other U. S. Government Agency requirements in Germany and Poland. Small and Disadvantaged Business requirements are waived for this project due to its location being OCONUS.





The contract will consist of a five-year base period. The contemplated value is $50,000,000.00 to be shared across the contract pool.





SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS:





Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 5.)





(1) Name of firm, address, point of contact, phone number, and email address.



(2) CAGE Code and DUNS number (if available).



(3) Your intent to submit a proposal for this project when it is formally advertised.



(4) Your firm’s capability to perform a contract of this complexity. Include offeror's in-house capability to execute remediation and contaminant mitigation services, experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review.



(5) Your firm’s willingness and ability to do work in Germany. Offerors shall either have the in-house capability to work in Germany or discuss what arrangements (e.g. teaming arrangement, joint venture) it has or will put in place to perform the work.



(6) USACE anticipates that the solicitation announcement will be made in November 2024, or within 30 days of this posting and will contain many more details surrounding the project and instructions on how and when to submit a proposal.
