1 The Solicitation – Notice to Proposers

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before October 8, 2025 at 2:30 p.m. Eastern Time, via pgw.procureware.com, for vendors to provide general maintenance, as more specifically provided herein.

This document outlines PGW’s objectives, describes the services and materials to be provided, and outlines the obligations of PGW and the selected Proposer(s).

Questions concerning this Best Value RFP (this “RFP”) shall be directed in writing to PGW via pgw.procureware.com. Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com.

1.1 Services and Materials to be Provided

PGW seeks proposals for general maintenance services, to be provided on an as-needed basis. The Contractor shall be required to furnish all supervision, equipment, labor, material, project management, and all applicable licenses and permits necessary to provide general maintenance services at various PGW locations. Services shall include, but not be limited to the following: Civil, Piping, Plumbing, Mechanical Equipment, Insulation Services, Painting, and Quality Control Service , as set forth more fully in the Specifications and other documents attached to the Contract. See Attachment A. Form of Contract.

Proposers must detail how artificial intelligence technology (“AI”) will be utilized to provide the services and materials that are the subject of this RFP. Include provisions that outline how data will be collected, stored, and processed by AI systems. Detail compliance with relevant data protection regulations and standards.

PGW may, in its sole discretion, award contracts to multiple Proposers. The selected Proposer(s) must be able to provide all of the services set forth in the Specifications and the Contract. For each service, the Proposer(s) must identify whether it will perform the services directly or through a subcontractor, listing each subcontractor’s name and including the subcontractor’s rates. All subcontractors, including new or substituted subcontractors, are subject to PGW’s prior written approval. Selected Proposer(s) will be responsible for all services, actions and inactions of their subcontractors regardless of whether PGW approved a subcontractor or had knowledge of the subcontract or subcontractor. Proposer(s) who cannot provide all of the services set forth in the Specifications and the Contract will be considered non-responsive.
