Project Description: The Base Contract will generally include the full-width mill and overlay of two Borough roadways (3,400 SY/320 TON). The Base Contract will also include 50 Square Yards of pavement repair, 1 Each Type C inlet top replacement, 7 LF standard concrete curb replacement, 93 TON leveling/scratch course and 1 EA 2’ x 12’ Stop Bar.
Alternate/Add-On No. 1 will generally include 24 LF concrete curb replacement, 975 SF concrete sidewalk, 20 SF truncated dome inserts, 1 EA 8’ x 30’ Type C perpendicular crosswalk, 3 EA W11-2 signs (30”), 3 EA W16-7P signs (24’ x 12”) and 2 EA type B breakaway sign posts and 2 SY pavement repair.
Attachment #1 of PennDOT Proposal and Contract MS-944 contained in the Proposal and Contract Section of the Contract Documents, provides the quantities for each roadway. The "Instructions to Bidders" section describes the bidding requirements under this Contract.
The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012). Completed and signed “Public Works Employment Verification Form” is required as a precondition to the award of the Contract and is to be submitted as part of the submission of the bid.
This project is subject to the terms and conditions of the Pennsylvania Prevailing Wage Act, as determined by the Secretary of Labor and Industry and, therefore, must be bid as such.
Proposals must be accompanied by electronic copy of a certified check or bid bond in the amount of 10% of the total bid amount for the work detailed in Attachment 1.
Award of Contract: if a contract is awarded, it will be to the lowest responsible bidder, as described in the Instructions to Bidders Section of the Contract Documents, but the Borough reserves the unqualified right to reject any or all bids and to waive any informalities. A Performance Bond in the amount of 100% of the Contract Price will be required.
The Borough also reserves the right to delete any “item” or portion of an “item” contained in the Contract at its discretion, once bids are received.
Prior to awarding the Contract, bids may be held by the Borough for a period not to exceed thirty (30) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders. During this period, no bid may be withdrawn.
This project was financed (in part) by a grant from Pennsylvania Gaming Revenues, from the Board of Directors of the Redevelopment Authority of the County of Bucks, under the Municipal Grant Program created by Act 71 of 2004, as reenacted and amended, from language introduced by Senator Robert M. “Tommy” Tomlinson.
