Description

The scope of work for this project includes the following tasks and deliverables:

Develop and provide both a technical proposal and a price proposal based on the existing design. Your technical proposal shall consist of all the submittals required to be provided at the time proposals are due. Your price proposal shall consist of the prices you are offering for each individual item of equipment, labor, maintenance, and travel.

All stages of work including wiring, hardware installation, programming, and engineering services required to provide a fully functional audiovisual system similar to the design of the existing system for the courtroom (See attachment 1).

All work is to be done in a clean, professional manner. Disruption to workspaces, court employees, and court proceedings must be avoided. Work is to be completed between the hours of 8:30AM and 5:00PM Monday to Friday. Any construction debris must be removed promptly. Dust and other airborne materials, if any, are to be contained and removed. A complete cleaning of the construction sites and adjacent spaces is to be done at the conclusion of the project. All cables must be labeled and managed neatly.

Period of Performance:

This work is to be completed within 210 days of a contractor's receipt of authorization to begin work. Contractor’s acknowledgment of receipt of the Court’s purchase order and confirmation of intent to perform under the terms of the purchase order will constitute authorization to begin work.

Place of Performance:

Theodore Roosevelt Federal Courthouse at 225 Cadman Plaza East, Brooklyn, NY 11201

Requirements:

All Offerors must have prior experience with working on Audio/Visual racks and equipment in a federal District Courthouse environment and meet the following requirements of a fully functional Audiovisual System for the proposal to be deemed acceptable:

  • Procure, install and program all video equipment listed in the proposal.

  • Integrate existing audio and OFE equipment in the courtroom with new non-OFE video equipment listed in the proposal.

  • Procure and install all wiring and materials required to complete the project based on the proposal.

  • Provide a complete wiring diagram of the installation upon completion of the project.

  • Provide all source codes for the equipment where applicable upon completion of the project.

  • Provide as build documents and equipment lists, including serial numbers upon completion of the project.

  • Respondent will perform work and will not subcontract

Additional Technical Requirements:

  • Install a new soft codec system that will utilize existing OFE PTZ cameras for video conferencing in which presenters can connect their laptops in the courtroom and conduct video conferences using Microsoft Teams, Zoom and other online platform.

Upgrade existing video processors, touch panels and evidence monitors with new equipment at upper bench (Judge) and lower bench (Deputy) positions.
