3/27/23 Status Update
This is an update on the status of Request for Proposal (RFP) 030ADV22R0079 Agile Development and Support Services IDIQ. The Library has received a large number of responses to this RFP and our teams are working hard to evaluate each proposal and perform our due diligence. Every offeror will be notified individually regarding the outcome of their proposal. The Library anticipates that the ordering period for the multiple-award IDIQ resulting from this RFP may be changed from the dates provided in the RFP. Further information about possible changes to the ordering period will be provided as circumstances allow.

This is a combined synopsis / solicitation for a multiple-award Agile System Development Support Services IDIQ.

Below is a brief summary of the solicitation:
The Library of Congress (the Library), an agency of the Legislative Branch of the Federal Government, is the world’s largest and most comprehensive library, maintaining a collection of more than 162 million items – many of them unique and irreplaceable – in more than 450 languages. For details on the Library, its mission and its organization please refer to: https://www.loc.gov/about. Information Technology (IT) plays a vital role in supporting the mission of the Library and comprises a heterogeneous environment that is managed and maintained using an industry best-practice System Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) process. The Library’s SDLC supports the traditional waterfall/structured delivery model and the agile/iterative delivery model but it is the Library’s expectation that the majority, if not all, of the task orders will follow the agile/iterative delivery model. The Library’s PMLC and SDLC include the necessary processes, information and supporting tools that assist project managers and project teams in following Federal and industry best practices in project management and software development while maintaining awareness of the Library business priorities and the IT investment processes.
This contract shall provide the full range of services required to support the planning, design, development, integration, and maintenance of Library IT systems and software applications. The scope of services and products to support these services required includes:
Related services such as business analysis and requirements support services, quality control and testing services, or project management services may be ordered under this contract as part of an order for the above services, but may not be ordered as standalone services under this contract.
