Torrance Refinery Water Recycling Plant Programmable Logic Controller Replacements

Proposals are being accepted by West Basin Municipal Water District (West Basin), a Municipal Water District, for Torrance Refinery Water Recycling Plant Programmable Logic Controller Replacements .

West Basin Municipal Water District (West Basin or District) is committed to providing reliable and resilient nitrified and reverse osmosis-treated recycled water supply from the Torrance Refinery Water Recycling Plant (TRWRP) to the Torrance Refinery (TORC) for its cooling tower and boiler feed applications. To support that objective, the District proactively identifies high-risk equipment to prevent unplanned failures. The three programmable logic controllers (PLCs) automating the processes behind the nitrified equipment and the reverse osmosis equipment have experienced several failures on critical components, disrupting operations. The existing controllers continue to operate with obsolete components that present a high risk of failure and minimal spare part availability. A concurrent failure of all three PLCs would result in a shutdown of the facility, potentially interrupting production for an extended period of time. To mitigate this risk, the District is moving forward with developing a Request for Proposals to solicit competitive proposals to design the replacement of the PLCs in question.
