INSTRUCTIONS TO RESPONDENTS

Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Bids must be received Electronically or by Sealed Bid in the Purchasing Office by date and time specified, and then publicly opened and read aloud. Sealed Bids that are either mailed or delivered must be enclosed in a sealed envelope, addressed to the Director Purchasing, and have the bid number, bid name, closing date, and company name clearly marked on the outside of the envelope. Sealed Bids should be mailed or hand delivered to the following address:

Electronic Bids can not be accepted after the specified date/ time. Sealed Bids received late will be returned; they will not be opened nor considered in the evaluation of the bid. The undersigned agrees, if the bid is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the specifications. The period of acceptance of this bid will be 90 calendar days after the bid opening date.

SCOPE:

The San Antonio Water System is soliciting bids for scaffolding services, including the design, erection, alteration, dismantle, and inspection of scaffolds at water and wastewater facilities throughout Bexar County in accordance with the requirements stipulated herein and all prevailing federal, state, and local regulations. The intent of this contract is to obtain the services of a reputable vendor to design, provide, erect, certify, and remove scaffolding using a pre-established hourly rate for skilled and semi-skilled workers and for the use of specialized construction equipment. The scaffolding projects are currently undefined and unspecified and will be identified as the need arises over the contract period and extensions years. The types of expected projects will include installing scaffolding in and around Water Recycling Center (WRC), Lift Station, and Production Station infrastructure. Scaffolding will be predominantly used to access basins and elevated infrastructure for maintenance related work.

The Contractor will be responsible to provide all equipment and personnel needed to carry out each project or task to successful completion. Unless otherwise noted, the Contractor shall be required to include all equipment, all labor, all tools, and all equipment and appurtenances required to complete the scope of the work defined and agreed upon in each work order. Before a notice to proceed for each task, the Contractor must provide a written description and an agreed upon scope of the work and include an itemized list of all labor. Upon successful completion of each project, the contractor shall submit copies of all invoices for all parts and materials used to carry out each completed task or project.
