Bid Detail26-150 - Downtown Decorative Lighting Improvements

The Office of Community Development is issuing this IFB for improvements to Decorative Streetlights at various locations downtown.
The City of Springfield owns approximately 502 decorative streetlights through the downtown neighborhood.
The first phase of work will require the contractor to complete an initial assessment of all 199 non-functioning lights downtown and approximately 15 lights that appear to be day-burning. The assessment shall be completed and then provided to the City of Springfield for an agreement on exact quantity and scope of replacements to be completed. Assessment shall include final proposed replacement products/materials, quantity, locations, applicable unit prices and anticipated costs.
This must be submitted to the City of Springfield, Office of Community Development no later than May 27, 2026. Upon final agreement on the quantities, the contractor will complete installation of LED lighting retrofit kits and/or LED replacement bulbs, replacement of light heads, repair and/or replacement decorative street light poles and associated electrical work necessary to ensure decorative streetlights owned by the City of Springfield are in good working order.
This phase of work must be completed no later than November 15, 2026.
The services solicited in this IFB will be subject to the Massachusetts Prevailing Wage Laws. This IFB falls under Massachusetts General Laws M.G.L. Chapter 30§39M and other procurement statutes.
A pre-bid conference will be held on Tuesday, April 28,2026 at 2:00 PM at the Department of Public Works, 70 Tapley Street – Video Conference Room.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
