The San Miguel County Parks & Open Space Department is seeking qualified bidders to execute engineered designs for ADA improvements at the Historic County Courthouse. The Courthouse is a historic building located on Colorado Ave. in downtown Telluride. The project will include all preparations, machinery, labor, and materials necessary to execute the engineered designs for ADA improvements at the Courthouse.
This project intends to offer a more ADA-friendly experience for visitors and employees of the Courthouse. Many challenges were experienced during the design phase of this project to update the accessibility of the Courthouse. The Courthouse was built in 1897, and the foundation was laid on different ground elevations. Also, extensive modifications were not possible due to its historic status and proximity to property lines. This will be one phase of a multi-phase project to eventually bring the Courthouse into a more ADA-friendly layout. This project will focus on creating an ADA-compliant handicapped parking spot with a lift to bring visitors below grade to floor 1 of the Courthouse. This will require the relation of the existing exterior stairway, which will be replaced with a grated platform and staircase.
Future improvements not included in this bid are widening of the first-floor west side doorway to ADA-compliant width. Installation of an interior lift to bring visitors up a short flight of stairs for bathroom access. Paving and drainage of the parking area. Removal and installation of a new walkway in Galloping Goose Park. Drainage, landscaping and irrigation of Galloping Goose Park.
Scope of Services
San Miguel County request proposals include:

All preparations, machinery, labor and materials necessary to execute the engineered designs for ADA improvements at the Courthouse.

Following the design standards and specifications provided. Any deviation from specifications or questions regarding design will be directed to Buckhorn Engineering.

Creating a paved handicapped parking space with concrete aprons.
-
Installation of gravel drywell and trench drain.
-
Installation of ADA lift and concrete platform.
-
Removal of existing concrete stairs and installation of new concrete pad.

Installation of new grated platform and stairs.
-
Modification of existing railroad tie retaining wall.
-
Completing engineered work with as little disturbance to County operations as possible.

Removal and disposal of any unused or waste materials.

The site must be completed in visitor-ready condition.
A site pre-bid visit at the San Miguel County Courthouse location is mandatory in order to respond to this RFP. Please contact Janet Kask (see below) to schedule. It is the responsibility of the bidder to arrange for a pre-bid site visit or a self-guided visit.
Information Required for RFP Submittal

Name of firm and complete contact information. Include the resumes of personnel who will be working on this project.

A general statement of qualifications and at least three (3) examples of similar completed projects that have been completed by the firm or personnel who will be working on this project.

Outline a general schedule for completion of the Scope of Services.

Fees for services described in the Scope of Services.

Submission Deadline: No later than 5:00 p.m. on May 26th, 2025. Bids must be submitted to Janet Kask either via email or physically dropped off by the RFP submission deadline.

San Miguel County reserves the right to accept or reject any or all bids. Award of bid shall be based on price, experience, references and the ability to perform the work as determined by San Miguel County. Contracts will be awarded accordingly upon review.
Agreement for Services
The contractor shall review and execute the Independent Contractor Agreement contract prior to beginning work.
Upon award, this contract will define the project, the term, and the services to be performed. This is a legally binding document between the contractor and San Miguel County. A draft Independent Contractor Agreement is attached for your review.
