The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source Contract on behalf of the United States Army Aeromedical Research Laboratory (USAARL) to Image Systems TrackEye, Inc., 17288 W Corrine Drive, Surprise, AZ 85388-5716 under the authority as prescribed in FAR 13.106-1(b)(1)(i) only one source reasonably available (exclusive licensing agreement).
USAARL intends to purchase the subscription of five (5) TemaPro license seats: 3-TemaPro, 1-TemaPro 3D, and 1-TemaPro 6D. The license subscription services includes: continued use of the software; upgrades/releases throughout the year; unlimited license transfer; email, telephone, and Teams technical support; remote desktop access; access to coded marker algorithm which allows automatic detection and point name on image sequence based on a coded pattern; training; and subject matter expert consultation on the experimental set up to optimize the functionality available within the software.
The Injury Biomechanics and Protection Group (IBPG) has procured 5 TemaPro licenses since 2005, as well as maintained annual subscription services. IBPG uses TemaPro to track points from high-speed video to obtain motion (distance), velocity, or acceleration. Points of interest can be on the subject of the test (cadaver, human research volunteer, or anthropomorphic test device [i.e., test dummy]), the test apparatus, or a stationary object in frame. Tracking the points provides information about the subject motion, subject motion relative to personal protective equipment or relative to the test apparatus, and subject or test apparatus velocity or acceleration. Data patterns can be identified from the tracked points. The tracked data points used in combination with exposure data helps researchers to develop injury criteria, materiel thresholds, and health hazard assessments, which are then used to improve Soldier personal protective equipment, military vehicle platforms, and requirements for materiel developers.
Any other firms desiring consideration must submit capability statements and identify their interest and capability to provide these services. Responses to this notice must be received no later than 1130 Eastern Time, 13 March 2025. Capability statements shall be submitted via email ONLY as a Microsoft Word or Adobe PDF attachment to the following email addresses Kirstin.L.Quinn.civ@health.mil and Jayme.L.Fletcher2.civ@health.mil. No phone calls will be accepted.
