Bethesda Park Aquatic Center Wall Tile and Floor Tile Replacement
The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified
contractors for Bethesda Park Aquatic Center Wall Tile and Floor Tile Replacement for the Gwinnett
County Department of Parks and Recreation.
Bid submittal date and location
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside
with the BL# and Company Name. Bids will be received until 2:50 P.M. local time on July 9, 2026
at the Gwinnett County Purchasing Division, 75 Langley Drive, Lawrenceville, Georgia 30046. Any
bid received after this date and time will not be accepted. The bid opening will be held VIRTUALLY

Pre-Bid Conference
A pre-bid conference is scheduled for 10:00 a.m. on June 16, 2026 at the Gwinnett County
Bethesda Park Aquatic Center, located at 225 Bethesda Church Rd., Lawrenceville, GA 30044. All
contractors are urged to attend.
Project Description
The successful contractor shall furnish all labor and materials required to remove and
replace tile floors and walls in the locker rooms and restrooms at Bethesda Park Aquatic
Center.
Instructions on Submitting Questions
Questions regarding bids should be directed to Jake Scarpone, Purchasing Associate II, at
jake.scarpone@gwinnettcounty.com or by calling 770-822-8722, no later than 3:00 P.M. on June
22, 2026. Bids are legal and binding upon the bidder when submitted.
Bonding and Insurance
All contractors must submit with bid, a bid bond, certified check or cashier's check in the amount
of five percent (5%) of the total bid. Failure to submit a bid bond with the proper rating will result
in the bid being deemed non-responsive. Successful contractor will be required to meet insurance
requirements, submit a one hundred percent (100%) performance bond and a one hundred percent
(100%) payment bond. Insurance and Bonding Company should be licensed to do business by the
Georgia Secretary of State, authorized to do business in Georgia by The Georgia Insurance
Department, listed in the Department of Treasury's Publication of Companies holding Certificates
of Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies. The
bid bond, payment bond, and performance bond must have an A.M. Best rating of A-7 or higher.

BETHESDA PARK AQUATIC CENTER WALL TILE AND FLOOR TILE REPLACEMENT
SPECIFICATIONS
Bethesda Park Aquatic Center

I. SCOPE OF WORK - BASE BID
Gwinnett County Department of Parks and Recreation is soliciting competitive bids from
qualified contractors for the removal and replacement tile floors and walls at Bethesda Park
Aquatic Center. The successful contractor shall furnish all labor and materials required to
remove and replace tile floors and walls at Bethesda Park Aquatic Center.
II. DESCRIPTION OF WORK
1. Contractor shall provide samples of both floor and wall tiles with a mockup board prior to
beginning work. Tile color and texture must be approved by the County Representative.
2. Contractor shall remove all existing wall tiles.
3. Contractor shall remove all existing floor tiles and mud bed.
4. Contractor shall clean and prepare all surfaces for new tile.
5. Contractor shall install new mud bed and ensure all floors slope towards drains.
6. Contractor shall install new County-approved large format 12" x 24" tile one walls.
7. Contractor shall install new County-approved small format tile 1" x 1" or 2" x 2" on floors.
8. Contractor shall install grout, sealer and thresholds.
III. QUALITY ASSURANCE
1. Contractor must have at least 5 years of commercial flooring experience.
2. All work must meet ANSI A108/A118/A136.1:2024-08 standards.
3. Contractor must test and confirm all floors slope towards drains to ensure there is no
puddling.
IV. STORAGE
1. The successful contractor shall be responsible for storing all materials in accordance with
the manufacturer's specifications.
2. Gwinnett County is not responsible for the storage of materials.
3. All materials should be stored in areas that are not accessible to the public.
V. WORK CONSTRAINTS
1. The affected area will be closed to the public, but the remainder of the facility and park will
be open to the public. The successful contractor shall take proper precautions to block off,
barricade, and cover in-process work areas to protect the floor.
2. Hours of work shall be agreed upon by the successful contractor and the County
representative. Typical work hours are from 7:00 AM until 3:230 PM, Monday through
Friday.
3. Project must be completed between September 14, 2026 and October 16, 2026 while the
facility is closed for other construction.

VI. MATERIALS
The successful contractor must submit samples of flooring materials to the Gwinnett County
Representative for final approval of color and texture before beginning installation.
1. Thinset shall be of the polymer-modified variety and be approved for use in commercial
bathrooms and showers.
2. Grout shall be of the epoxy grout variety and be approved for use in commercial bathrooms
and showers.
i. Final grout color sample will be required for approval by the County Representative.
We will be looking for a darker color grout.
ii. Grout will require sealers as required by manufacturer specifications.
3. Floor tile shall be ceramic 2" x 2" or 1" x 1" and be rated for use in commercial showers and
bathrooms. It should meet all non-slip standards.
i. Final tile samples will be required for final approval from the County Representative.
4. Will tile shall be ceramic and of the large format style 12" x 24" or County-approved
alternates.
i. Final tile samples will be required for final approval from the County Representative.
VII. PREPARATION
The successful contractor shall exercise care during surface preparation and system
installation to protect surrounding finishes, substrates, and surfaces, as well as in-place
equipment, floor drains, cleanouts, etc.
1. The successful contractor shall cover and secure all HVAC grills, vents, drains, etc. with
heavy-duty plastic sheeting before beginning surface preparation. Contractor shall provide
dust control during surface preparation. All dust and debris from surface preparation work
shall be removed before uncovering and operating HVAC systems.
2. The successful contractor must remove all existing wall tiles then legally dispose of all
materials off site, according to EPA regulations. The existing flooring may be removed by
sanding, chipping, grinding or any other method as long as old wall tile is completely
removed from substrate.
3. The successful contractor must remove existing tile flooring and mud bed. Then legally
dispose of all materials off site, according to EPA regulations. The existing flooring may be
removed by sanding, chipping, grinding or any other method as long as old floor is
completely removed from substrate.
4. The successful contractor shall prepare the substrate. Fully clean and remove any laitance,
dust, debris, oils and any other chemicals that may be present. Contractor may need to
open or roughen the surface in accordance with Flooring System or coating manufacturer's
instructions.
5. The successful contractor must treat cracks, control joints and isolation/expansion joints
in accordance with the manufacturer's recommendations. Where necessary, the installer
shall saw cut existing control joints, clean out joint materials and fill joints with the crack
filler.
6. Contractor shall clean all prepped surfaces and ensure they are dry, and free of grease or
debris.

7. Contractor must notify the owner's representative when surface preparation is completed
and must obtain approval of surface preparation before proceeding with installation of the
flooring system.
VIII. INSTALLATION
Apply each component of the flooring system and/or coatings in compliance with
manufacturer's written installation instructions and strictly adhere to mixing and installation
methods, re-coat windows, cure times and environmental restrictions.
1. Contractor shall install new mud beds and ensure all floors slope towards drains.
2. Contractor shall install new wall tile:
i. Tile industry standards require minimum mortar coverage of 80% in dry areas and 95%
in wet or exterior areas.
ii. Use finished one edge tile at all edges.
3. Contractor shall install new floor tile:
i. Tile industry standards require minimum mortar coverage of 80% in dry areas and 95%
in wet or exterior areas.
ii. Use finished one edge tile at all edges.
4. Contractor shall ensure there is no pooling of water and all water flows towards drains.
IX. CURING, CLEANING, AND PROTECTION
1. Contractor shall cure the flooring system materials and coatings in compliance with the
manufacturer's directions, taking care to prevent contamination during the stages of the
installation and prior to completion of the curing process. Do not leave the room(s)
unlocked or unattended during the curing process. Do not allow public access on the floors
until curing is complete and approval has been given by the County Representative.
2. Contractor must perform cleaning during installation of the work and upon completion of
the work. Clean the flooring system just prior to final inspection, using only materials and
procedures recommended by the manufacturer.
3. Contractor shall remove from the site all debris and equipment, clean flooring material and
preparation work debris from adjacent surfaces and repair all damage resulting from work
under this contract.
4. Contractor shall inspect the site daily and must not leave the site without correcting any
conditions caused by this work which would be hazardous to the public. Contractor(s) must
provide barricades, warning tape and other means necessary to protect the public from
hazardous conditions while work is in progress.
X. GENERAL REQUIREMENTS
1. References: The selected contractor must have demonstrated successful performance on
projects on projects of a similar size and scope. A minimum of three (3) references shall
be provided on the "References" form included herein. References must clearly
demonstrate the successful completion of similar projects within the past five (5) years.
2. Contractor Qualifications: The selected contractor shall comply with state and local codes
and regulations, Contractor shall have and maintain all appropriate state, local, and federal
licensing.
3. Safety and Damages: The contractor shall adequately protect County property and take
necessary precautions during the work process to protect all persons/property from
damage or loss. Reports of any damage to County property must be submitted by the

contractor to the designated County representative. Damage to public and/or private
property shall be the sole responsibility of the contractor and shall be repaired and/or
replaced at no additional cost to Gwinnett County.
4. Clean Up: The contractor shall be responsible for proper removal and disposal of all
construction debris and materials according to Environmental Protection Agency (EPA)
regulations
5. Warranty: The contractor shall warrant all work for a minimum of one (1) year from the date
of completion.
XI. SCOPE OF WORK - ALTERNATE
The successful contractor shall furnish all labor and materials required to remove and reinstall
restroom and locker room fixtures, including lockers, stall partitions, shower equipment, toilets,
urinals and sinks in the locker rooms and restrooms.
1. Contractor shall remove all lockers and stall partitions.
2. Contractor shall remove all shower valves, shower heads, hand dryers, toilets, urinals and
sinks.
3. Contractor shall reinstall all lockers and stall partitions.
