Invitation for Bids
The Evansville Fire Department is acting on behalf of the Board of Public Safety in inviting bids for
the following:
EFD Fire Stations – EMS Renovations Phase 1
IFB-011-01-2026
The bid documents will be available beginning on May 6, 2026. The City-County Purchasing
Department will receive sealed bids for the items until 1:15 PM CST on Thursday, May 21, 2026
CST in room 323 of the Civic Center Complex, 1 NW Martin Luther King Jr. Blvd., Evansville,
Indiana, 47708 (“Civic Center Complex”). On Thursday, May 21, 2026 at 1:30 PM CST the bids will
be publicly opened and will be read aloud at the Board of Public Works meeting in Room 301 of the
Civic Center Complex.
Each proposal must be in full compliance with the specifications and executed by the vendor on the
forms provided in the proposal, wherein the Non-Collusion Affidavit must be completed in
accordance with the Indiana State Board of Accounts.
All bids must be accompanied by a Bid Bond or Certified Check payable to the City of Evansville in
an amount of five thousand dollars ($5,000) as evidence of good faith of the bidder and such
deposit shall be subject to forfeiture in the event the vendor fails to execute the contract in
accordance with their bid.
Consideration of applicable taxes shall be observed as covered in the specifications and Bid Forms.
In no instance, however, will Federal Taxes or Indiana Sales Tax be applicable.
Each, City and County reserves the right to award separate contracts for each item and/or the right
to reject any or all bids if considered to be in the best interest of the City.

as options to visit all stations to view the work of this Project.

NOTICE TO BIDDERS
On behalf of the Board of Public Safety (“Board”), City of Evansville-Vanderburgh County Purchasing Department is
soliciting sealed competitive bids from qualified Contractors for IFB-011-01-2026 Evansville Fire Department (“EFD”)
FIRE STATION EMS RENOVATIONS PHASE I .
Sealed bids will be received in Room 301, Civic Center Complex, 1 N.W. Martin Luther King, Jr. Boulevard, Evansville,
Indiana 47708 at 1:30 P.M. on Thursday, May 21, 2026. The bids will be publicly opened and read aloud at the Board of
Public Works meeting. Bids must be received before the commencement of the meeting.
Bids to be submitted prior to the scheduled bid opening shall be submitted to the Purchasing Department Room 323 of
the Civic Center Complex, 1 N.W. Martin Luther King Jr. Boulevard, Evansville, Indiana 47708. Bids submitted to the
Purchasing Department shall be submitted prior to 1:15 P.M. on the day of bid opening.
INTRODUCTION
The Evansville Fire Department (“EFD”) is soliciting competitive bids from licensed contractors for EFD FIRE STATION EMS
RENOVATIONS PHASE I at EFD Fire Stations 1, 3, 5, 6, 8, 9, 15, and 17. Your company, among others, is invited to submit
a bid on a competitive basis in the format described in this Invitation for Bids (“IFB”). This IFB establishes requirements
and defines responsibilities of the successful bidders (hereinafter “Respondent” or “Contractor”) required perform all
work during phase one of renovations and repairs at the location.
The work described herein shall be bid and awarded on a per-station basis, with separate contract(s) issued
for each individual station. The City of Evansville and its Board of Public Safety reserve the right to award contract(s)
in the best interest of the City of Evansville and the Board of Public Safety. The City of Evansville and its Board of Public
Safety reserve the right to reject any or all bids, to waive any irregularities in any bid, and to award any and all resulting
contract(s) in the best interest of the City.
GENERAL REQUIREMENTS
1. The responsibilities of the Contractor include, but shall not be limited to, the following:
2. The Contractor shall purchase all items needed to provide services.
3. The Contractor will furnish all tools and labor required for service.
4. The Contractor shall coordinate with Mr. Dustin Cline, Facilities Manager, dcline@evansvillefiredepartment.com,
(812) 436-4458, for time and space to complete all work required.
5. Contractor will be responsible for any needed traffic control (vehicular and/or pedestrian) during construction.
6. Contractor must possess the required local licensing (General, Plumbing, Mechanical & Electrical, and any others
that pertain to work on this project at the time of bid opening, per Evansville Municipal Code
3.95.030.
7. Prime Contractors are required to be designated as a Responsible Bidder at the time of bid submission for any bid
over $150,000 per Evansville Municipal Code 3.95.040. Submittal requirements of subcontractors may be provided
immediately after bid award, but prior to the execution of a contract.
8. Prime Contractors are required to adhere the Minority Business Enterprise (MBE) and Women Business Enterprise
(WBE) initiative per Evansville Municipal Code 3.90.110; likewise, Prime Contractors are required to submit, as
necessary, the included Supplement to the General Conditions for Minority and Women Business Enterprise
Program.
9. Contractor must have a written drug testing program in place at the time of bid submission for any bid over
$10,000 per Evansville Municipal Code 3.95.020.
10. Awarded Contractor must carry the required insurance throughout the bidding process until completion of this
project listed in the General Conditions.
