1. INTRODUCTION
The Housing Authority of the City of St. Petersburg, Florida (also known as the St. Petersburg Housing Authority) was created pursuant to Chapter 421, Florida Statutes for the purpose of providing decent, safe and sanitary housing to low-income residents of the City of St. Petersburg. Currently, SPHA owns and manages a variety of low-income and affordable housing units and administers Section 8 Housing Choice Vouchers along with supportive service programs for its residents. Together, these programs provide quality and sustainable housing opportunities for approximately 4,000 qualifying households.

A seven-person Board of Commissioners, authorized by the laws of the State of Florida, appointed by the Mayor, is responsible for the development of housing policy and the authorization of expenditures. SPHA's jurisdiction includes the City of St. Petersburg and extends in a ten-mile radius outside the City limits.

Founded in 1937, the St. Petersburg Housing Authority is one of the oldest housing authorities in the nation and is rated by the U.S. Department of Housing and Urban Development (HUD) as a "High Performing" agency.

Michael Lundy serves as the agency's President / Chief Executive Officer and Secretary of the Housing Authority's Board of Commissioners.

SPHA is seeking proposals from qualified professional coaches, consultants, or advisory firms to provide executive coaching, strategic guidance, and organizational support related to evolving conditions affecting the affordable housing, public housing, HUD-assisted housing, redevelopment, and broader real estate community.

The selected consultant will assist leadership and key stakeholders in navigating regulatory, operational, financial, redevelopment, and community-related changes impacting HUD programs, affordable housing operations, resident services, asset management, redevelopment initiatives, and strategic organizational planning.

The selected consultant will assist leadership and key stakeholders in identifying emerging trends, evaluating opportunities and risks, navigating organizational change, strengthening decision-making processes, and supporting strategic planning efforts associated with shifts in HUD regulations, affordable housing policy, redevelopment initiatives, funding environments, housing market conditions, resident expectations, stakeholder engagement, and related community impacts.

The intent of this solicitation is to establish a professional services agreement with a qualified individual or firm possessing demonstrated expertise in leadership coaching, organizational development, real estate trends, housing and community development, strategic planning, and change management.

BIOGRAPHY
As President and CEO of the St. Petersburg Housing Authority, Michael Lundy leads a dynamic team of housing professionals, managing over 400 public and affordable housing units and over 3,700 Housing Choice Vouchers. Michael is a seasoned housing professional with over four (4) decades of affordable housing management and real estate development experience. Over the years, he has led teams to renovate and/or build over 1,400 affordable housing units and assist over a hundred families move up and out of subsidized housing. Through his leadership, he has helped to strengthen and/or rebuild affordable housing programs across the country, including Ohio, Maryland, Pennsylvania, Alabama, and currently in St. Petersburg, Florida.

As a youngster, Michael's family spent some time living in Cincinnati Public Housing. During those years, his parents instilled in him and his brothers the concept that, for able-bodied families, public housing was to serve as a stepping-stone to non-federally assisted housing options. Thus, it was always the family's goal to move beyond any dependency on public housing. By the time Michael was in high school, his parents had saved enough money to move out of public housing into their first single family home.

After receiving his undergraduate degree in Psychology and Social Work from Knoxville College in Tennessee, he returned to Cincinnati where he began his professional housing journey at the Cincinnati Metropolitan Housing Authority, where he gained experience working in several departments. Those early hands-on professional experiences helped to shape Michael's housing philosophy and inspired him to pursue his Masters of Public Administration at Xavier University.

Michael is a strong advocate of educational and housing programs, which support social and economic independence such as the Family Self-Sufficiency program and the Public Housing and Housing Choice Voucher homeownership programs. He believes that affordable housing programs can help position low-income families to become self-sufficient through education, training, and employment opportunities, which then create pathways for families to transition to housing options beyond public housing.

Throughout Michael Lundy's housing career, he has led diverse teams of professionals to new levels of success by introducing innovative strategies and fostering productive, fast-paced work environments. He is excited to utilize his extensive knowledge and experience in his work with City leadership, community partners, and the private sector to increase the number of affordable housing options available to help address the housing crisis in our City, while developing and enhancing self-sufficiency and homeownership opportunities for low and moderate-income families.

2. OBJECTIVE
The objective of this engagement is to obtain professional coaching and advisory services that will:

• Assist organizational leadership in navigating evolving conditions within the HUD, affordable housing, redevelopment, and real estate sectors;
• Provide strategic insight regarding HUD program changes, public housing trends, redevelopment strategies, community impacts, and organizational readiness;
• Support leadership development and change management initiatives;
• Facilitate strategic discussions and planning sessions;
• Help identify risks, opportunities, and best practices associated with industry changes;
• Improve communication, adaptability, and organizational alignment during periods of transition.

3. SCOPE OF SERVICES
The selected proposer may be asked to provide some or all of the following services:

A. Executive and Leadership Coaching

• Provide one-on-one coaching sessions for executive leadership and management staff;
• Assist leaders in navigating uncertainty, organizational change, and stakeholder concerns;
• Support decision-making, leadership communication, and strategic alignment.

B. Strategic Advisory Services

• Evaluate trends and emerging issues affecting HUD-assisted housing, public housing authorities, affordable housing redevelopment, and the broader real estate and housing environment;
• Provide insight into regulatory, economic, operational, redevelopment, and community impacts;
• Assist in identifying opportunities for organizational growth, adaptation, and innovation;
• Advise on stakeholder engagement strategies, resident communication, board relations, intergovernmental coordination, and HUD/public housing industry best practices.

C. Organizational Change Management

• Support development of change management strategies and implementation plans related to HUD compliance, redevelopment activities, repositioning efforts, organizational restructuring, or operational modernization;
• Assist with organizational readiness assessments;
• Facilitate workshops, planning sessions, or leadership retreats;
• Recommend tools and practices to improve organizational resilience and adaptability.

D. Succession Planning and Leadership Continuity

• Assess current leadership structure and identify potential succession risks and gaps;
• Support development of formal succession planning strategies for executive and key leadership roles;
• Assist in identifying and developing internal talent pipelines and leadership readiness;
• Recommend frameworks for knowledge transfer, leadership continuity, and institutional stability;
• Provide guidance on aligning succession planning with strategic goals, organizational restructuring, and long-term sustainability.

E. Facilitation and Communication Support

• Facilitate strategic planning meetings and discussions;
• Assist with development of internal and external communication strategies;
• Provide recommendations for maintaining stakeholder trust and engagement during periods of transition.

F. Reporting and Deliverables

Deliverables may include:

• Coaching summaries or progress updates;
• Strategic recommendations;
• Organizational assessments;
• Workshop materials and presentations;
• Action plans or implementation roadmaps;
• Final summary report.

4. MINIMUM QUALIFICATIONS
Proposers should demonstrate the following minimum qualifications:

• Experience providing executive coaching, organizational development, or strategic advisory services;
• Demonstrated knowledge of HUD programs, public housing operations, affordable housing, redevelopment initiatives, housing policy, or community development sectors;
• Experience supporting organizations through change management or strategic transitions;
• Strong facilitation and communication skills;
• Ability to work collaboratively with executive leadership and stakeholders.

Preference may be given to firms or individuals with direct experience working with Public Housing Authorities (PHAs), HUD-assisted entities, affordable housing providers, redevelopment agencies, local governments, or community development organizations.

5. PROPOSAL REQUIREMENTS
Proposals should include the following information:

D. Proposed Approach
Describe:

• Understanding of the project;
• Proposed coaching and advisory methodology;
• Communication approach;
• Availability and responsiveness;
• Proposed timeline and engagement structure.

E. Fee Proposal
Provide a detailed fee proposal that may include:

• Hourly rates;
• Session rates;
• Retainer options;
• Travel or reimbursable expenses;
• Any optional services.

6. EVALUATION CRITERIA

7. TERM OF AGREEMENT
The anticipated contract term shall be a one-year initial term with the option to renew upon mutual agreement for four (4) additional one-year terms.

8. INSURANCE REQUIREMENTS
The selected proposer shall maintain insurance coverage as required by SPHA, including but not limited to:

• Commercial General Liability;
• Professional Liability/Errors and Omissions;
• Workers' Compensation (if applicable).

Proof of insurance may be required prior to contract execution.

9. GENERAL CONDITIONS
SPHA reserves the right to:

• Reject any or all proposals;
• Waive informalities or irregularities;
• Request additional information from proposers;
• Negotiate with one or more proposers;
• Cancel or reissue this solicitation.

All materials submitted in response to this RFP may become public records subject to applicable laws.
