Description


The Brunswick-Glynn County Water and Sewer Commission requests utility contractors to submit bids for furnishing all skill, labor, materials (unless noted otherwise), tools, equipment and incidentals required to install 3,873 linear feet of 12¿ water main and 943 linear feet of 8¿ gravity sewer main. The project is located in the north mainland district in Glynn County, Brunswick, Georgia and requires crossing a high traffic GDOT roadway (Highway 99).
Sealed bids will be received by the Brunswick-Glynn County Water and Sewer Commission at the Administrative Office located at, 1703 Gloucester Street, Brunswick, Georgia 31520 until 12:00 NOON EST on Tuesday, September 1, 2026, at which time and place they will be publicly opened and read aloud.

2.0 SCOPE OF WORK
This project will require coordination with a private development project with those construction plans included as Exhibit A. The scope of work under the JWSC contract is:
1.        Water Main: Installation of approximately 3,873 linear feet of 12-inch water main along Whiskey Road and Highway 99 from Shell Road, including:
a.        Approximately 2,629 linear feet of 12-inch water main along Whiskey Road to the end of the Delta Crossing plans, and;
i.        The scope shall be to install water main and associated appurtenances as shown in Exhibit B-1, B-2, and B-3.
b.        1,244 linear feet of 12-inch water main from Phase 1 to the end of Whiskey Road.
i.        The scope shall be to install water main as shown in Exhibit B-4 and B-5.
2.        Sewer Main: installation of approximately 943 linear feet of 8-inch gravity sewer main, including:
a.        157 linear feet of 8-inch gravity sewer main along Highway 99, and;
b.        786 linear feet off 8-inch gravity sewer main along Whiskey Road from Highway 99.
c.        The scope shall be to install gravity sewer main as shown in Exhibit B-6, B-7, and B-8.
Owner will provide 12¿ water main materials and 8¿ gravity sewer main materials, except for 4 sanitary sewer manholes which will be the responsibility of the

1.0 INTRODUCTION

Owner will provide 12" water main materials and 8" gravity sewer main materials, except for 4
sanitary sewer manholes which will be the responsibility of the bidder to procure. Manholes are
not being procured to allow the selected contractor to ensure there are no alignment issues with
the installation of the gravity sewer main.

Under this project, the work will require coordination with a private development project on the
property. Selected contractor agrees to work closely with the private development project to
ensure no delays. Furthermore, selected contractor agrees that physical work will begin within
two weeks of awarded bid.
All services performed shall be in accordance with the applicable Brunswick-Glynn County
Water and Sewer Commission Standards. Firms expressing interest should be fully capable of
providing the end results requested. All bids must cover the entire work required under this
contract.
At the request of the Brunswick-Glynn County Water and Sewer Commission project manager,
the Contractor will be responsible for having a representative attend any public meetings that are
held regarding this project. This may include community and citizen that may or may not be
scheduled outside of typical 8:00 a.m. - 5:00 p.m. working hours.
3.0 SPECIAL CONDITIONS
This project is partially funded by the US Department of Treasury and the State of Georgi under
the American Rescue Plan Act ("ARPA") The Commission is a subrecipient of this award and
shall follow those guidelines along with the selected contractor for these services. As a result,
Federal Procurement Standards apply as defined in the Code of Federal Regulations under Part
200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal
Awards. Specifically all procurement activities for this solicitation must follow the procurement
standards as detailed in 200.318 through 200.327, https://www.ecfr.gov/current/title-
2/subtitle-A/chapter-II/part-200. Please be advised that photo documentation of installations,
confirmation of final inspections, and strict record keeping of the physical installations are
required. Additionally, timely coordination and communication with the Commission's project
manager and public information staff is essential. All pertinent information regarding work
schedules, any anticipated service delays or disturbances to residents and business owners access
to either their homes, places of business, and/or streets within the work area must be a priority.
This is a crucial element of the work for the contractor selected for this project to consider as they
conduct the physical work of this project. The firms must comply with all applicable state, local
and federal regulations related to the services provided to the Commission. Specific Contract
Provisions will apply to the resulting contract as defined in Title 2 /Subtitle A / Chapter II / Part
200 Appendix II to Part 200-Contract Provisions for Non-Federal Entity Contracts Under Federal
Awards, https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part-200/appendix-
Appendix%20II%20to%20Part%20200. All potential bidders are advised to thoroughly review
these contract requirements for their ability and intent to comply if awarded a contract.
Each firm's experience and qualifications will be evaluated primarily as they relate to the firm's
ability to provide the services requested. The Brunswick Glynn County Water and Sewer
Commission encourages Disadvantaged Business Enterprise (DBE) participation in this project.
If subcontractors will be utilized by the contractor to complete any portion of the project work, the
prime contractor must follow the same guidelines as defined under the federal procurement
regulations related to this subject: eCFR :: 2 CFR 200.321
The selected firm shall be a responsible contractor and will be required to have sufficient
personnel to complete the tasks required by this scope of services. The firm selected will
complete the required tasks in a timely and efficient manner. The selected firm would be

expected to enter into a contract for services based upon an agreed fixed-firm price not to exceed
amount.
All bids must be made on the bid form included with the Contract Documents for the proposed
work.
No bidder may withdraw their bid for a period of thirty (30) days after the date set for the
opening thereof. All bids shall remain valid for that period of time.
The award (if an award is made) will be made as provided in the bid. The award shall be made to
the lowest responsive and responsible bidder, provided that if the Brunswick-Glynn County
Water and Sewer Commission believes that the public interest will be best served by accepting
other than the lowest bid, it shall have the authority to accept the bid that will best serve the
public interest.
The Brunswick-Glynn County Water and Sewer Commission reserves the right to accept or
reject any and all bids, alternate bids, or unit prices and/or waive any irregularities in any bid
received.
The Contractor is to complete all work within (45) calendar days of receiving a signed notice to
proceed. Specifically, the contract time shall commence upon Notice To Proceed and fully
complete the Work within (30) calendar days to Substantial Completion and (15) calendar days
from Substantial Completion to Final Completion and in accordance with the terms as stated in
the contract agreement. The contractor further agrees to pay Owner, as liquidated damages,
$2,000 per day for each calendar day beyond the Contract Time Limit for Final Completion or
extension thereof that Work remain incomplete, in accordance with the contract agreement. The
Brunswick-Glynn County Water and Sewer Commission requires that the selected firm be
available for weekly progress meetings (either onsite at Brunswick-Glynn County Water and
Sewer Commission or via teleconference) with all noted deliverables by the end of the
subsequent 30-day period. Additionally, updated project schedules will be required from
contractor at each weekly progress meeting.
A bid guarantee in an amount not less than five percent (5%) of the amount bid must accompany
each bid. Acceptable forms of bid guarantees are a bid bond, certified check or cashier's check
made payable to the Brunswick-Glynn County Water and Sewer Commission. The Brunswick-
Glynn County Water and Sewer Commission will return bid guarantees, other than bid bonds, to
unsuccessful bidders as soon as practicable, but not sooner than the execution of a contract with
the successful bidder. If for any reason whatsoever the successful Bidder withdraws from the
competition after opening the bids, or refuses to execute the Contract, the Owner will proceed on
the Bid Bond or deposit the certified check or cashier's check as damages for the Bidder's failure
to enter into a contract for the work.
Performance and Payment bonds, each in an amount equal to one hundred percent (100%) of the
contract amount will be required of the successful Contractor, to whom the contract for the work
is awarded, to be provided at the time of executing said contract. The format for this is included
in the sample contract documents.
The Contractor will be required to comply with all applicable Equal Employment Opportunity
laws and regulations. The Brunswick-Glynn County Water and Sewer Commission provides
equal opportunity for all businesses and does not discriminate against any person or business
because of race, color, religion, sex, national origin, disability, or veteran status. This policy

ensures all segments of the business community have access to supplying the goods and services
needed by the Brunswick-Glynn County Water and Sewer Commission.
The Brunswick-Glynn County Water and Sewer Commission will make an award only to a
responsible firm possessing the ability to perform successfully under the terms and conditions of
the procurement. Consideration will be given to such matters as firm integrity, compliance with
public policy, record of past performance, and financial and technical resources.
The Brunswick-Glynn County Water and Sewer Commission has exclusive and sole discretion to
determine the firm whose services will be most advantageous to the Brunswick-Glynn County
Water and Sewer Commission, and reserves the right to reject all firms. A number of firms may be
asked to express their interest in regard to these services in the form of a bid. Following the receipt
of Bids, a certain firm or firms may be selected for further consideration.
The contract, if awarded, will be awarded to the lowest responsive, responsible Bidder. The
determination of the Bidder's responsibility will be made by the Brunswick-Glynn County Water
and Sewer Commission based on whether the Bidder:
* Maintains a permanent place of business,
* Has the appropriate technical experience,
* Has ability to meet schedule requirements,
* Has adequate equipment to do the work properly and expeditiously,
* Has suitable financial means to meet obligations incidental to this work, and
The Bidder shall furnish, to the Brunswick-Glynn County Water and Sewer Commission, all such
information and data for this purpose as the Brunswick-Glynn County Water and Sewer
Commission may request. The Brunswick-Glynn County Water and Sewer Commission reserves
the right to reject any bid if the evidence submitted by, or investigation of, the Bidder fails to satisfy
the Brunswick-Glynn County Water and Sewer Commission that he is properly qualified to carry
out the obligations of the Contract.
The determination of responsiveness will be made by the Brunswick-Glynn County Water and
Sewer Commission based on a consideration of whether the Bidder has submitted a complete Bid
Form without irregularities, excisions, special conditions, or alternative bids for any item unless
specifically requested in the Bid Form.
The Brunswick-Glynn County Water and Sewer Commission reserves the right to reject any and
all bids including without limitation, the right to reject any or all nonconforming, nonresponsive,
unbalanced or conditional bids; the right to award each of the contract components individually or
to a single qualified Bidder; the right to waive technicalities and make an award in the best interest
of the Brunswick-Glynn County Water and Sewer Commission; the right to award any, all or none.
4.0 PROPOSED SOLICITATION SCHEDULE
The Brunswick-Glynn County Water and Sewer Commission anticipates the following Schedule
of Events for this solicitation but reserves the right to amend the proposed schedule without
notice at either the convenience or needs of the Brunswick-Glynn County Water and Sewer
Commission staff and Governing Board.

The selected firm shall be responsible for obtaining any additional information needed for their
evaluation and completion of work. Additional evaluation activities will be the responsibility of the
selected firm. Any costs involved with additional information are the responsibility of the selected
firm.
The Bidder is encouraged to examine the location of the work and inform himself fully as to the
conditions present at the site. A mandatory pre-bid teleconference will be held on Thursday,
August 13, 2026, at 4:00 p.m. EST. Interested bidders are asked to pre-register with the
Procurement Director, Pamela Drury-Crosby to obtain login credentials for the call and
associated meeting agenda no later than 9:00 a.m. EST on Thursday, August 13, 2026.
Additional information and clarifications desired by a Bidder shall be requested from the
Brunswick-Glynn County Water and Sewer Commission in writing and if explanations are
necessary, a reply shall be made in the form of an Addendum. Any and all such interpretations and
any supplemental instructions will be in the form of written Addenda, which, if issued, shall be
emailed to all prospective Bidders, a copy of which will also be posted to Brunswick-Glynn County
Water and Sewer Commission website Procurement Solicitation Event page.

Every request for such clarification shall be in writing via email addressed to the Purchasing
Director, Pam Crosby at pcrosby@bgjwsc.org. Any verbal statements regarding the same by any
person prior to the award shall be considered not authoritative and not binding. The deadline for
questions is 5:00 p.m. EST on Wednesday, August 19, 2026.
5.0 INSURANCE REQUIREMENTS
The description section of your insurance certificate must read:
Brunswick-Glynn County Water and Sewer Commission is named as an additional insured on all
coverage except Workers' Compensation as per written contract. A wavier of Subrogation applies to all
policies shown above as per written contract.
Insurance Requirements
Before starting and until acceptance of the Work by Brunswick-Glynn County Water and Sewer
Commission, and without further limiting its liability under the Contract, Company shall procure and
maintain at its sole expense, insurance of the types and in the minimum amounts stated below:

Company's Commercial General Liability and Excess or Umbrella Liability policies shall be
effective for two years after Work is complete. The above Indemnification provision is separate
and is not limited by the type of insurance or insurance amounts stated above. The General
liability shall contain a "Per Project Aggregate."
Company shall specify Brunswick-Glynn County Water and Sewer Commission as an additional
insured for all coverage except Workers' Compensation and Employer's Liability. Such
insurance shall be primary and non-contributory as to any and all other insurance or self-
insurance maintained by Brunswick-Glynn County Water and Sewer Commission. The company
shall include a Waiver of Subrogation on all required insurance in favor of Brunswick-Glynn
County Water and Sewer Commission, its commission members, employees, agents, successors,
and assigns.

Such insurance shall be written by a company or companies authorized to do business in the
State of Georgia, rated at least A- VII by A M Best and satisfactory to Brunswick-Glynn County
Water and Sewer Commission. Prior to commencing any Work under this Contract, certificates
evidencing the maintenance of the insurance shall be furnished to Brunswick-Glynn County
Water and Sewer Commission for approval.
